Joint Command and Control<br />
b. Unless o<strong>the</strong>rwise directed by <strong>the</strong> President or SecDef, <strong>the</strong> authority, direction, and<br />
control <strong>of</strong> <strong>the</strong> CCDR with respect to <strong>the</strong> command <strong>of</strong> <strong>for</strong>ces assigned to that command<br />
includes <strong>the</strong> following:<br />
(1) Exercise or delegate OPCON, TACON, or o<strong>the</strong>r specific elements <strong>of</strong> authority,<br />
establish support relationships among subordinate commanders over assigned or attached<br />
<strong>for</strong>ces, and designate coordinating authorities, as described below.<br />
(2) Exercise directive authority <strong>for</strong> logistic matters (or delegate directive authority<br />
<strong>for</strong> a common support capability to a subordinate commander via an establishing directive).<br />
(3) Prescribe <strong>the</strong> chain <strong>of</strong> command to <strong>the</strong> commands and <strong>for</strong>ces within <strong>the</strong><br />
command.<br />
(4) Organize subordinate commands and <strong>for</strong>ces within <strong>the</strong> command as necessary<br />
to carry out missions assigned to <strong>the</strong> command.<br />
(5) Employ <strong>for</strong>ces within that command as necessary to carry out missions assigned<br />
to <strong>the</strong> command.<br />
(6) Assign command functions to subordinate commanders.<br />
(7) Coordinate and approve those aspects <strong>of</strong> administration, support, and discipline<br />
necessary to accomplish assigned missions.<br />
(8) Plan, deploy, direct, control, and coordinate <strong>the</strong> actions <strong>of</strong> subordinate <strong>for</strong>ces.<br />
(9) Establish plans, policies, priorities, and overall requirements <strong>for</strong> <strong>the</strong> ISR<br />
activities <strong>of</strong> <strong>the</strong> command.<br />
(10) Conduct joint exercises and training to achieve effective employment <strong>of</strong> <strong>the</strong><br />
<strong>for</strong>ces in accordance with joint and established training policies <strong>for</strong> joint operations. This<br />
authority also applies to <strong>for</strong>ces attached <strong>for</strong> purposes <strong>of</strong> joint exercises and training.<br />
(11) Assign responsibilities to subordinate commanders <strong>for</strong> certain routine<br />
operational matters that require coordination <strong>of</strong> ef<strong>for</strong>t <strong>of</strong> two or more commanders.<br />
(12) Establish a system <strong>of</strong> control <strong>for</strong> local defense and delineate such operational<br />
areas <strong>for</strong> subordinate commanders.<br />
(13) Delineate functional responsibilities and geographic operational areas <strong>of</strong><br />
subordinate commanders.<br />
(14) Give authoritative direction to subordinate commands and <strong>for</strong>ces necessary to<br />
carry out missions assigned to <strong>the</strong> command, including military operations, joint training,<br />
and logistics.<br />
