ServicePackageReference data set.

value as the servicePackageId parameter of the CTSP-I

4.11.7.1 General
The ConfirmTentativeServicePackageFailedReturn message conforms to the
data set composition and relationship requirements for, and inherits the parameters of, the
stereotype, as specified in 3.3.4.3.3.3.3.
