Floyd County, IndianaFloyd County Thoroughfare PlanSection 5–Implementation and Next Steps5.01 PUBLIC INVOLVEMENTThree public information meetings were held during the development of the Floyd County ThoroughfarePlan. The meetings were held to inform the public about the status of the Thoroughfare Plan and tosolicit public comment. Welcome sheets and public comment summaries for the three publicinformation meetings are located in Appendix E.A. Public Information Meeting Held March 7, 2007The first public information meeting was held on March 7, 2007. The goals of the first meeting were todefine the thoroughfare plan, present an overview of the study process, show an anticipated timeline,and present the needs that were identified as part of this plan. To illustrate the needs, the results of theexisting conditions and future no-build traffic operations modeling were presented.Public comments received at this meeting generally agreed that there are legitimate needs forimprovement. One commenter pointed out that Floyd County is using a road system originally laid outin the early 1900’s, and that increasing the connectivity of the existing roadways may ultimately improveintersection operations at the busiest locations.B. Public Information Meeting Held May 1, 2007The second public information meeting was held on May 1, 2007. The goals of the second meetingwere to review the needs identified in the first meeting, present recommended improvements, and todiscuss possible funding sources. The results of the existing, future no-build, and future build trafficoperations modeling were presented. Possible funding sources for the proposed improvements werealso presented.Public comment at this meeting indicated that the use of funding sources that have new developmentsbear the majority of the costs of new infrastructure improvements are preferred. It was also stated thatthough Development Impact Fees could be a good option, care should be taken to not make the feesso high that they discourage development. The comments also indicated that residents may beinterested in increased public transit options as a method to reduce congestion.C. Public Information Meeting Held June 19, 2007The third public information meeting was held on June 19, 2007. The meeting presented the draft reportfor public consideration. All results from the analysis for the Floyd County Thoroughfare Plan werepresented in an open house format. The executive summary of the draft report was presented to theCounty Commissioners after the open house at the County Commissioners meeting.Public comment at the meeting included the mention of two improvement projects in the surroundingarea. It was indicated to us that SR 135 in Harrison and Washington Counties is slated for majorimprovements in the near future. We were also informed that the intersection of Old Hill Road and PaoliPike may receive a traffic signal.
