Floyd County, IndianaFloyd County Thoroughfare PlanSection 2–Needs Identification2.06 MOTOR VEHICLE NEEDS PRIORITIZATIONWe used the future traffic operations and existing crash data to identify and prioritize the needs atthe study area intersections and corridors. Intersections that showed movements operating at LOSE or F and long queues under existing conditions were deemed as high priorities. Figure 2.06-1shows the locations of the highest priority improvements.Figure 2.06-1 Prioritized Improvements for Floyd CountyThe following is a list of the highest priority improvements:1. SR 62/64 and I-64 Interchange AreaAccording to Synchro modeling, the SR 62/64 and I-64 interchange area currently hasintersections with movements that operate at LOS F during both peak-hours. Existing trafficvolumes produce queues that can exceed 1,000 feet in length during the AM peak hour.Without improvements, the interchange operations will continue to deteriorate and producedelays of several minutes and queues of greater than 1,300 feet. Any improvements to theinterchange will also have to address the intersection of SR 64 and West Knable Roadbecause of the close spacing of the intersections. US 150 and Navilleton RoadAccording to Synchro modeling, US 150 and Navilleton Road currently has movements thatoperate at LOS F during both peak-hours. Existing traffic volumes on US 150 areapproaching the thresholds of a four-lane facility. Projected traffic volumes operating on theexisting two-lane facility result in long delays and queues of 1,300 feet in length. Modelingindicates that the intersection will operate at LOS F overall in the near future.Improvements that increase the capacity of this intersection should be considered a priority.3. US 150/Lawrence Banet Road/Old Vincennes Road and Old Vincennes Road/DuffyRoadAccording to Synchro modeling, these intersections currently experience poor operationsduring the PM peak-hour. Because of the close proximity of these two intersections, anychanges to one will directly affect the other. If the future growth of the Highland Point areais realized, these intersections will have failing operations. Improvements that wouldincrease the capacity of these intersections should be considered a priority.4. US 150 and Old Vincennes RoadAccording to Synchro modeling, the intersection of US 150 and Old Vincennes Roadexperiences poor operations during the PM peak hour. The heavy northbound trafficvolumes on US 150 during the PM peak-hour cause long delays for southbound left-turningtraffic and queues that completely fill the left-turn storage bay. Traffic on Old VincennesRoad also experiences long delays during the PM peak-hour. Improvements that wouldincrease the capacity of this intersection should be considered a priority.5. Two-lane portion of US 150 west of Brush College RoadTraffic volumes on this portion of US 150 are approaching typical thresholds for a four-lanefacility during both peak hours. The major stop controlled side roads also experience failingoperations during both peak periods.
