Tax Incremental FinancingThe second funding source the <strong>County</strong> should consider is Tax Incremental Financing. Theestablishment <strong>of</strong> a Redevelopment Commission and the implementation <strong>of</strong> Tax IncrementalFinancing districts would provide additional funding for the Highlander Point andEdwardsville Gateway District. The additional revenue could be used either to pay for theimprovements as they are made, or to pay <strong>of</strong>f bonds issued for the development activities.Creating Tax Incremental Financing districts is attractive because it make the costs <strong>of</strong>infrastructure upgrades to support the development self-financed. The potential total fundsavailable would be determined by the size <strong>of</strong> a proposed Tax Incremental Financing district.The funds generated by a Tax Incremental Financing district must be used to fundimprovements within the district.3. Cumulative Capital Development FundThe third funding source the <strong>County</strong> should consider is the creation <strong>of</strong> a Cumulative CapitalDevelopment Fund. The Cumulative Capital Development Fund is obtained through aproperty tax levy through <strong>Indiana</strong> Code IC 36-9-14-5. The creation <strong>of</strong> a Cumulative CapitalDevelopment Fund would require the <strong>County</strong> to create a Capital Improvement <strong>Plan</strong>. Thisfund would differ from the first two funding sources because <strong>of</strong> the ability to use the moneygenerated by the property tax levy throughout the county for infrastructure improvementand maintenance projects.G. Revise Subdivision Ordinance1. Access ManagementAccess management is a tool used to balance accessibility to local property owners withtransportation system mobility. All land owners have a right to access the localtransportation system but the degree <strong>of</strong> access can vary by the functional classification <strong>of</strong>the roadway that serves their property. An access management program seeks to limit thenumber <strong>of</strong> access points on arterial and collector streets and to promote the use <strong>of</strong> thelocal street system to access developments.
