<strong>Floyd</strong> <strong>County</strong>, <strong>Indiana</strong><strong>Floyd</strong> <strong>County</strong> <strong>Thoroughfare</strong> <strong>Plan</strong>Section 5–Implementation and Next StepsSeveral improvement projects are focused on increasing the attractiveness and safety <strong>of</strong> alternatemodes <strong>of</strong> transportation, particularly walking and bicycling. These projects include the retr<strong>of</strong>itting<strong>of</strong> sidewalks, the construction <strong>of</strong> multiuse trails, the designation <strong>of</strong> bicycle routes, and theconstruction <strong>of</strong> bicycle lanes. A significant portion <strong>of</strong> the construction costs <strong>of</strong> these projects will befederally funded. We assumed the <strong>County</strong> is responsible for 20 percent <strong>of</strong> the cost <strong>of</strong> constructionfor the multimodal improvements.B. Probable Construction CostsWe used a cost-estimating spreadsheet from The <strong>Indiana</strong> Department <strong>of</strong> Transportation (INDOT)to determine estimates for the probable construction costs <strong>of</strong> the recommended projects. TheINDOT spreadsheet requires the following information: area type, roadway functionalclassification, type <strong>of</strong> terrain, type <strong>of</strong> improvement, number <strong>of</strong> lanes, and type <strong>of</strong> interchanges (ifapplicable). After all the data is entered into the spreadsheet, it estimates anticipated constructioncosts based on several years <strong>of</strong> historical data from previous INDOT projects. This spreadsheetwas used for most roadway improvements. Several projects could not be estimated by the INDOTspreadsheet, and the project costs were estimated using previous projects designed by StrandAssociates, Inc. as a basis. We used projected costs <strong>of</strong> a project in the design phase on OldVincennes Road to estimate the costs <strong>of</strong> the safety improvement projects. We also used previousproject experience to determine the cost <strong>of</strong> a multiuse trail along Little Indian Creek. We used thebid tabs available from the Wisconsin Department <strong>of</strong> Transportation to estimate the cost <strong>of</strong>sidewalk along Paoli Pike. All estimated project costs have been adjusted for inflation and areshown in estimated 2010 dollars. Table 5.02-1 shows a breakdown <strong>of</strong> the costs for the <strong>County</strong>improvement projects. Table 5.02-2 shows a breakdown <strong>of</strong> the costs for the <strong>State</strong> and Federalimprovement projects. Table 5.02-3 shows a breakdown <strong>of</strong> the costs for the multimodalimprovement projects. There are 48 proposed improvement projects distributed among all threeproject classifications. A primary factor in determining how long it will take to complete theseimprovement projects is the identification <strong>of</strong> funding sources to pay for the projects.
