The US 150 east and westbound left-turnmovements, and the Navillton Road southbound left-turn movement operate at LOSE during both peak-hours. Significant queues can be expected westbound in the PMpeak hour because <strong>of</strong> the high forecasted traffic volumes.Traffic volumes suggest it would only be feasible to have pedestrians cross to themedian <strong>of</strong> US 150 during the minor road phases, so a sufficient refuge space shouldbe provided for pedestrians in the median <strong>of</strong> US 150.i. US 150 and Edwardsville-Galena RoadTraffic operations at US 150 and Edwardsville-Galena Road are currently failingduring both the AM and PM peak hour. This intersection is slated to receive a trafficsignal by 2009. Even with the addition <strong>of</strong> a traffic signal this intersection will still failin 2030. Additional lanes will be required to accommodate the traffic in addition tothe planned traffic signal.The intersection will need reconfiguration to adequately accommodate the projectedtraffic. Edwardsville-Galena Road will require one left-turn lane and one right-turnbay. Traffic volumes on US 150 suggest that two through lanes in each direction areneeded. A westbound left-turn bay is also required. Because <strong>of</strong> the high speeds onUS 150, protected-only phasing should be used for the left-turn bay. With theprotected only phasing the left-turn bay operates at LOS D during the AM peak hourand LOS E during the PM peak hour. If protected-permitted phasing wasimplemented, the left-turn bay would operate at LOS D during the AM peak hour andLOS A during the PM peak hour. This is not recommended unless travel speeds canbe reduced, however, because <strong>of</strong> safety concerns. This signal should becoordinated with thesignal at Navillton Road.Operations modelingindicates that withforecasted AM and PMpeak-hour volumes theintersectionconfiguration shown inFigure 4.01-11 operatesat LOS D during the AMpeak hour and LOS Bduring the PM peakhour. The US 150westbound left-turnmovement operates atLOS E during the AMpeak hour.
