Floyd County, IndianaFloyd County Thoroughfare PlanSection 4–Alternatives Evaluationv. SR 64 and I-64 Westbound RampsCurrently this intersection fails during the PM peak hour with long delays andqueues on the westbound approach. Intersection operations will continue todeteriorate with the projected future traffic volumes resulting in long delaysand queues. This intersection will require reconfiguration to accommodate projected futuretraffic volumes. Southbound SR 64 will require three though lanes and aright-turn bay. Northbound SR 64 will require two through lanes and a leftturnbay. The amount of through lanes on SR 64 is limited to six by theexisting interstate bridges. The westbound off-ramp will require dual left-turnlanes and dual right-turn bays to accommodate the projected PM peak hourtraffic volumes. This signal should be coordinated with the signal at theeastbound I-64 ramp terminal and the signal at Tunnel Hill Road.Operations modeling indicates that with forecasted AM and PM peak-hourvolumes, the intersection configuration shown in Figure 4.01-21 operates atLOS F during bothpeak hours. Theexpansions providedin this alternative maynot adequately handlethe projected futuretraffic. Long delays onthe westbound andsouthboundapproaches areevident in the AM andPM peak hours. In thePM peak-hoursignificant queuingthat could reach theinterstate could be aconcern with thisalternative.Figure 4.01-21 SR 64 and Westbound I-64Ramps ImprovementsTraffic volumessuggest it would only be feasible to have pedestrians cross to the median ofSR 62 during the minor road phase, so a sufficient refuge space should beprovided for pedestrians in the median of SR 62.Prepared by Strand Associates, Inc. ® 4-25KRH:pll\S:\@SIECO\001--050\046\008\Wrd\Thoroughfare Plan\Draft 07-19-07\S4-Alternative Evaluation 07-19-07.doc\072007
