US 150 and Navillton RoadTraffic operations at US 150 and Navillton Road are currently failing during bothpeak hours. The eastbound through movement fails in the morning and thewestbound through movement fails in the afternoon. Choosing not to perform anycapacity expansion will result in increasing delays and queues for all approaches.By 2030, the southbound left-turn movement will fail during the PM peak-hour.Modeling also suggests queues <strong>of</strong> greater than 1,500 feet in eastbound lanes duringthe AM peak-hour and in the westbound lanes during the PM peak hour.Improvements to this intersection should be deemed a priority. The intersection willneed reconfiguration to adequately accommodate the projected traffic. Trafficvolumes suggest that two through lanes will be required for US 150 in bothdirections. Dedicated left- and right-turn bays will also be required for both US 150approaches. Because <strong>of</strong> the high speeds on US 150, protected-only phasing shouldbe used for the left-turn bay.With the protected onlyphasing the left-turn lanesoperate at LOS E. Ifprotected-permitted phasingcould be implemented theleft turns operate at LOS A.This is not recommendedunless travel speeds can bereduced, however, because<strong>of</strong> safety concerns. Thesouthbound approach onNavillton Road will require aleft-turn bay and a throughright-turn lane.
