<strong>Floyd</strong> <strong>County</strong>, <strong>Indiana</strong><strong>Floyd</strong> <strong>County</strong> <strong>Thoroughfare</strong> <strong>Plan</strong>Section 3–Alternatives Developmentwhen subdivisions reach a density level <strong>of</strong> greater than one dwelling unit per acre. The new <strong>Floyd</strong><strong>County</strong> Zoning Ordinance incorporates bicycle and pedestrian systems through requirements forcommercial and higher density residential development to provide for pedestrian and bicycleconnectivity.The United <strong>State</strong>s Department <strong>of</strong> Transportation guidebook Accommodating Bicycle andPedestrian Travel: A Recommended Approach, sets a policy statement regarding the integration <strong>of</strong>bicycling and pedestrian facilities into a community’s transportation system. The design guidebookincorporates three key principles. These principles are as follows:• Bicycling and walking facilities should be incorporated into all transportation projects unlessexceptional circumstances exist.• Development <strong>of</strong> an approach to this policy that has been deemed successful in <strong>State</strong> andlocal agencies.• A series <strong>of</strong> action items that a community can take to achieve the overriding goal <strong>of</strong>improving conditions for bicycling and walking.In relationship to these principles, the community should incorporate bicycle and pedestrianfacilities in new construction and reconstruction whenever possible. Only in cases where theadoption <strong>of</strong> such multimodal paths are either prohibited by law from usage, the cost <strong>of</strong> establishingthe pathway would be disproportionately high to the need or projected use, or when the populationis sparse, should the inclusion <strong>of</strong> bicycle and pedestrian facilities not be required. Additionally,design consideration should be made to incorporate the safe crossing along main corridors, suchas SR 62/64 and US 150. Design standards shall follow the guidelines and standards set forth inthe AASHTO Guide for the Development <strong>of</strong> Bicycle Facilities and ITE Recommended PracticeDesign and Safety <strong>of</strong> Pedestrian Facilities.1. Bicycle SystemAn analysis <strong>of</strong> the <strong>County</strong>’s bicycle system can be summed up with the following statement,“There is no current infrastructure in place solely dedicated to the bicycle mode <strong>of</strong>transportation.” This is evident within the county’s municipalities and in the unincorporatedareas <strong>of</strong> the county. Proposed bicycle infrastructure is being developed along the City <strong>of</strong>New Albany’s waterfront area as part <strong>of</strong> a multijurisdictional Ohio River Greenways project.However, there are no dedicated or designated bike routes within the community.Current residents using bicycles as modes <strong>of</strong> transportation either for personal orrecreational activities, use existing streets and road infrastructure. Within the county, thisposes a potential safety issue. Most county roads are minor collector or local roadways.Almost all <strong>of</strong> these roads do not have shoulders, and have total roadway widths that varyfrom 18 to 22 feet in most cases.
