<strong>Floyd</strong> <strong>County</strong>, <strong>Indiana</strong><strong>Floyd</strong> <strong>County</strong> <strong>Thoroughfare</strong> <strong>Plan</strong>Section 3–Alternatives DevelopmentDevelopment patterns have created a large increase in the population <strong>of</strong> the area.Three new housing developments have been recently approved that include highrisecondominiums, an assisted living facility, and a retail center. Presently, there isno bicycle or pedestrian system within the <strong>Floyd</strong>s Knobs corridor. Providing <strong>of</strong>fstreetpedestrian and bicycle connectivity for <strong>Floyd</strong>s Knobs is desirable.b. Highlander PointThe Highlander Point area is located on US 150 and is one <strong>of</strong> the two premiergateways into the <strong>County</strong>. The first commercial development took place in the 1970swith the building <strong>of</strong> the Highlander Point Shopping Center. For the next thirty yearscommercial development was sporadic with a smaller commercial developmenttaking place to the south <strong>of</strong> the Highlander Point complex.In 2003, LaFollette Station, a large scale commercial development was created. Thiscommercial complex located to the east <strong>of</strong> US 150 is being developed as acontemporary to the Highlander Point complex located to the west <strong>of</strong> US 150.Internal connectivity is mixed in both developments and external connectivity isnonexistent.The 2005 <strong>Floyd</strong> <strong>County</strong> Comprehensive <strong>Plan</strong> has designated this area as aresidential and commercial growth area. As future development takes place,development <strong>of</strong> integrated bicycle and pedestrian facilities is necessary to meet theplan policies.c. EdwardsvilleLocated at the I-64 and SR 62/64 interchange, this area is similar in its sense <strong>of</strong>place to <strong>Floyd</strong>s Knobs. A portion <strong>of</strong> the community was displaced by theconstruction <strong>of</strong> I-64 in the late 1960s. As with the Highlander Point area,Edwardsville has been designated as a residential and commercial growth area. Ithas a small but vibrant commercial mix <strong>of</strong> highway service and neighborhoodcommercial uses in the area. Higher density development is expected in the area,with a focus on patio homes.New commercial development has taken place recently in the building <strong>of</strong> a medicalarts building. Recently, a 3-acre commercial development, which is incorporatingone <strong>of</strong> thirteen National Historical Register home sites in the unincorporated <strong>County</strong>has been approved by the <strong>Plan</strong> Commission.Like the other mentioned development areas, there is no dedicated bicycle orpedestrian system present in this development area.
