Floyd County, IndianaFloyd County Thoroughfare PlanSection 4–Alternatives Evaluationvii.SR 64 and Tunnel Hill RoadProposed layout is the same as the diamond interchange expansionalternative layout.viii.SR 64 and Edwardsville-Galena RoadThe intersection of SR 64 and Edwardsville-Galena Road currently operatesat LOS E during the AM peak-hour and LOS D during the PM peak-hour.Choosing to perform only the planned capacity expansion will result in theintersection failing during both peak-hours in 2030. The Edwardsville-GalenaRoad approach fails during both peak hours, and eastbound left-turn SR 64movement fails during the PM peak hour. The intersection will require reconfiguration to accommodate projected futuretraffic volumes. Because of the close proximity to the traffic signal at TunnelHill Road, signalizing this intersection is not an option. It is recommendedthat this intersection be converted to a right-in right-out only intersection. Thiswill require the construction of an access road between Edwardsville-GalenaRoad and the north approach of the Tunnel Hill Road intersection. Theintersection will provide two eastbound SR 64 through lanes, one of theselanes is existing and the other will be the redesignated left-turn lane that iscurrently at this intersection. An additional westbound through lane will needto be constructed and the current right-turn lane should be redesignated as athrough lane. The third westbound through lane should be continued at least800 feet past the intersection. A new right-turn bay will be required.Operations modeling indicates that with forecasted AM and PM peak-hourvolumes, the intersection configuration shown in Figure 4.01-31 operates atLOS A during the AM peak hour and LOS B during the PM peak hour. Allmovements operate at LOS B or better.Figure 4.01-31SR 64 and Edwardsville-Galena Road ImprovementsPrepared by Strand Associates, Inc. ® 4-35KRH:pll\S:\@SIECO\001--050\046\008\Wrd\Thoroughfare Plan\Draft 07-19-07\S4-Alternative Evaluation 07-19-07.doc\072007
