<strong>Floyd</strong> <strong>County</strong>, <strong>Indiana</strong><strong>Floyd</strong> <strong>County</strong> <strong>Thoroughfare</strong> <strong>Plan</strong>Section 4–Alternatives EvaluationTraffic volumes suggest it will only be feasible to have pedestrians cross to themedian <strong>of</strong> US 150 during the minor road phases, so a sufficient refuge space shouldbe provided for pedestrians in the median <strong>of</strong> US 150b. US 150 and Lawrence Banet RoadThe intersection <strong>of</strong> US 150 and Lawrence Banet Road currently operates at LOS Bduring the AM peak-hour and LOS D during the PM peak-hour. During the PM peakhourthe eastbound left-turn movement operates at LOS F. Choosing not to performany capacity expansion will result in the intersection operations failing in the PMpeak-hour under future conditions.Improvements to this intersection are to be deemed a priority. The intersection willhave to be reconfigured to adequately accommodate the projected traffic. The OldVincennes Road and Lawrence Banet Road approaches will need to be significantlyexpanded to allow for better operations. We recommend that the Old VincennesRoad approach be reconfigured to have dual left and right-turn bays, and twothrough lanes This would also require two lanes departing the intersection to theeast on Lawrence Banet Road. The Lawrence Banet Road approach should beexpanded to include twothrough lanes and the leftand right-turn bays shouldbe lengthened. Because <strong>of</strong>the proposed dual eastboundleft-turn bays and to allow formore efficient operations, aleft-turn phase should beincluded for the OldVincennes Road andLawrence Banet Roadapproaches.Bothapproaches for US 150should be expanded toinclude dual left-turn bays. Ifthe current protected onlyleft-turn phasing could bechanged to protectedpermitted,the current singleleft-turn bays would besufficient.
