member of ETNO and took part in the European<br />
preparations together with the Norwegian<br />
telecommunications regulator. The work resulted<br />
in the submission of five European contributions:<br />
• Establishment of an ITU-T Project Group to<br />
address IMT-2000;<br />
• A draft resolution on ITU Reform;<br />
• Proposed amendment to the Alternative<br />
Approval Process (AAP) to secure Sector<br />
Member participation;<br />
• Proposal on improving ITU-T’s consideration<br />
of strategic issues;<br />
• A revised draft Recommendation on international<br />
Internet connection.<br />
<strong>Telenor</strong> co-signed the proposals on IMT-2000,<br />
Reform, AAP and Internet.<br />
2 Work Programme and New<br />
Study Group Structure<br />
Standardisation work is carried out in the various<br />
Study Groups (SGs) where Member States<br />
and Sector Members of ITU-T develop Recommendations<br />
on the basis of the study of Questions<br />
(areas for study). The WTSA focused on a<br />
large range of topics including Internet Protocol<br />
(IP) based networks, international mobile telecommunications,<br />
optical network infrastructure<br />
and new technologies related to new multimedia<br />
systems.<br />
WTSA allocated a total of 193 Questions to the<br />
Study Groups. ITU-T will have fourteen Study<br />
Groups in the next four year period 2001 – 2004<br />
with the general areas of responsibility as shown<br />
in Box 1. The new SG structure started on 1 January<br />
2001.<br />
WTSA agreed to disband the former SG8 on<br />
“Characteristics of telematic systems”.<br />
The continuation of SG7 was challenged and<br />
<strong>Telenor</strong> supported the Canadian proposal to<br />
amalgamate most of SG7 with SG 11. In addition,<br />
<strong>Telenor</strong> proposed the transfer of certain<br />
questions from SG7 to SG10. However, the continuation<br />
of SG7 was agreed but the need for coordination<br />
between SG7, SG10 and SG11 was<br />
emphasised.<br />
There was general agreement that SG13 should<br />
be responsible for conducting IP-related studies<br />
and its mandate now encompasses multi-protocol<br />
and IP-based networks and their interworking.<br />

2.1 New Special SG IMT-2000<br />
and Beyond<br />
The main objectives of the European proposal<br />
on IMT 2000 was to create an entity with efficient<br />
working methods meeting the requirements<br />
of the market and avoiding duplication of work.<br />
The European contribution proposed the establishment<br />
of a new type of project group within<br />
the ITU-T that could work in a more flexible<br />
manner independently from the present working<br />
procedures applying to a regular Study Group. It<br />
was also proposed that such a group should be<br />
authorised to develop a new kind of output, e.g.<br />
