5The remarkable progress in closing gender gaps in educationhas contributed to advances for women’s employment, but ithas not been sufficient to overcome women’s disadvantage inthe labour market./6Unpaid care and domestic work severely limits women’seconomic opportunities. Recognizing the economic value ofthis work, reducing its drudgery and redistributing it moreequally between women and men, and between householdsand society, is critical for the achievement of substantiveequality./7Public action is needed to create decent jobs, support womento take up employment opportunities and empower themto shape their working environments. Only then can paidwork contribute to the realization of substantive equality forwomen./8Across the globe, women workers have developed a range ofstrategies to advance their rights. Greater support is neededto empower women, both within broader labour movementsand in their efforts to build autonomous organizations.69
