232 EUROPEAN IDENTITY. INDIVIDUAL, GROUP AND SOCIETYLearning communities should also link up with the work of Comenius 3networks in particular the “Treasure within Network” 17 and the “I-Probenet”18 .The European report on quality indicators has worked on selfevaluationtools and also works on the development of qualityindicators at different levels. Sixteen quality indicators are thusdescribed in four sub-groups. The first group focuses on indicators onattainment related to certain disciplines or activities such as maths, reading, science, new technologies, languages, lifelong learning andcivics education. The 2nd group focuses on indicators on success andtransition such as the drop out rates, the completion of uppersecondary education and the participation in tertiary education; The 3group focuses on indicators on monitoring of education such asevaluation and steering of school education and parent participation. The fourth group focuses on indicators on resources and structuressuch as education and training of teachers, participation pre-primaryeducation, number of students per computer and educationalexpenditure per student. Learning communities could work on some ofthose indicators and promote some of the tools which have beendeveloped in the framework of the two Comenius 3 Networksmentioned above. Particular attention should be paid to the MICE(Model Instruments for a Common Evaluation) 19 evaluation toolsdeveloped in the framework of a Comenius Accompanying Measuresproject which are focusing on self-evaluation of Comenius 1 schoolpartnerships and which contain many elements which can be useful toassess learning communities.Learning communities could also make use of the disseminationprojects launched within the framework of the Socrates programmeand which are mentioned in the «Call for proposals on disseminationactivities» 20 of April 2002 in which the Commission invites to submitdissemination project focusing on different thematic areas, one ofthem being learning communities.17Comenius 3 network «The treasure within»; http://www.treasurewithin.com, coordinatorRudy Schollaert, VSKO (B).18Comenius 3 Network «I probe net»; http://www.I-probenet.net, co-ordinator GuyTilkin (B).19Comenius Accompanying Measures project; MICE: Model Instruments for aCommon Evaluation», http://www.alden-biesen.be, co-ordinator Guy Tilkin (B).20Commission of the European Communities; Call for proposals on disseminationactivities (2002/C 103/08), Brussels , Official Journal of the European CommunitiesC103/16, 30 April 2002.
