EMPIRICAL RESEARCH ON INTERNATIONAL MIGRATIONWhat does empirical research have to say about how <strong>in</strong>ternational migration affectsthe <strong>in</strong>comes of <strong>in</strong>dividuals <strong>in</strong> send<strong>in</strong>g and receiv<strong>in</strong>g countries? I beg<strong>in</strong> the discussionby consider<strong>in</strong>g the ga<strong>in</strong> <strong>in</strong> <strong>in</strong>come to migrants, and evidence on the extent towhich migrants share these ga<strong>in</strong>s with their family members <strong>in</strong> the send<strong>in</strong>g country.I then consider the impact of global labor flows on labor market earn<strong>in</strong>gs, nettax burdens, and skill acquisition <strong>in</strong> send<strong>in</strong>g and receiv<strong>in</strong>g countries.3.1. Income Ga<strong>in</strong>s to MigrantsComb<strong>in</strong><strong>in</strong>g household survey data <strong>in</strong> develop<strong>in</strong>g countries with data from the USCensus, Clemons, et al. (2008) estimate the ga<strong>in</strong>s to <strong>in</strong>ternational migration for<strong>in</strong>dividuals from a sample of 42 develop<strong>in</strong>g countries. For a young male withsome secondary education, they f<strong>in</strong>d that the median annual ga<strong>in</strong> from migrat<strong>in</strong>gto the United States is $11,200 (after apply<strong>in</strong>g a correction for the self-selectionof <strong>in</strong>dividuals <strong>in</strong>to migration). Rosenzweig (2006) uses data from the NewImmigrant Survey to exam<strong>in</strong>e the change <strong>in</strong> <strong>in</strong>come for a random sample of newUS permanent legal immigrants <strong>in</strong> 2003. He estimates that the annual ga<strong>in</strong> fromlegal migration to the United States is $10,600.The <strong>in</strong>come ga<strong>in</strong> from migration captures the gross return from mov<strong>in</strong>g to anothercountry. If migration costs are large, the net ga<strong>in</strong> may be smaller. Whilethere is research on migration networks (Hanson, 2007), there is little work thatestimates the actual cost of migration. These costs <strong>in</strong>clude transport expenses <strong>in</strong>mov<strong>in</strong>g abroad, time lost <strong>in</strong> chang<strong>in</strong>g labor markets, adm<strong>in</strong>istrative fees for legalmigration, border cross<strong>in</strong>g costs <strong>in</strong> illegal migration, the psychic costs of leav<strong>in</strong>ghome, and any perceived <strong>in</strong>crease <strong>in</strong> uncerta<strong>in</strong>ty from liv<strong>in</strong>g and work<strong>in</strong>g <strong>in</strong> anothercountry.
