Notes on American <strong>Adjustment</strong> Policies for Global-<strong>in</strong>tegration Pressures 347Though the program returned to late-1970s usage <strong>in</strong> the late 1980s, changeswere quite m<strong>in</strong>or (for example, explicit authorization of energy-exploration workers).A NAFTA-TAA clone was <strong>in</strong>troduced <strong>in</strong> 1993, and lasted until 2002. It anticipated—<strong>in</strong>the NAFTA context only—the expanded eligibility criteria to come<strong>in</strong> 2002 to the general TAA program, <strong>in</strong>to which it was then folded.3. THE MORE EXPANSIVE 2002 AND 2009 EVOLUTIONSMajor TAA reform took place around the turn of the millennium as both the lateCl<strong>in</strong>ton and early Bush adm<strong>in</strong>istrations struggled to get Congress to re-launch authorityfor global and regional trade agreements. The reforms focused especiallyon workers, mak<strong>in</strong>g their assistance more reemployment-oriented and tra<strong>in</strong><strong>in</strong>gcont<strong>in</strong>gent.Under the <strong>Trade</strong> Act of 2002, 4• eligibility was broadened to <strong>in</strong>clude secondary workers displaced upstream ordownstream from an importantly impacted group; impact was broadened to<strong>in</strong>clude not only imports but shifts <strong>in</strong> production to any countries with whichthe United States had a preferential trade agreement, and a small TAA programfor farmers and fisherman was <strong>in</strong>troduced with different criteria (it has s<strong>in</strong>ceaccounted for roughly two per cent of TAA spend<strong>in</strong>g).Under the 2002 Act, TAA recipients could receive:• up to 130 weeks of tra<strong>in</strong><strong>in</strong>g, which needed to be pursued full-time, <strong>in</strong>clud<strong>in</strong>g104 weeks of vocational tra<strong>in</strong><strong>in</strong>g and 26 weeks of remedial tra<strong>in</strong><strong>in</strong>g (such as forEnglish as a Second Language or for language literacy);• up to 78 weeks of extended <strong>in</strong>come support, after the 26 weeks of standard UIwas exhausted, if enrolled <strong>in</strong> tra<strong>in</strong><strong>in</strong>g;• job search and relocation assistance;• a 65 per cent, payable <strong>in</strong> advance, refundable Health Coverage Tax Credit(HCTC) to help offset the cost of ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g health <strong>in</strong>surance dur<strong>in</strong>g the periodof unemployment; and• a targeted program of wage <strong>in</strong>surance called Alternative <strong>Trade</strong> <strong>Adjustment</strong> Assistance(ATAA). ATAA provided workers aged 50 and older who became reemployedwith<strong>in</strong> 26 weeks and earned less than $50,000 half of the differencebetween their new and old wages, for up to two years subject to a $10,000maximum.Wage <strong>in</strong>surance was probably the most <strong>in</strong>novative, market-based labor marketadjustment program to be <strong>in</strong>troduced <strong>in</strong> the United States over the last severaldecades.
