Innovation <strong>in</strong> workers’ asset-value<strong>in</strong>surance would make adjustment to dislocation significantly less burdensome.For example:• workers’ hous<strong>in</strong>g equity could be <strong>in</strong>sured aga<strong>in</strong>st specified types of structural-dislocationcatastrophes; 25• workers’ educational and tra<strong>in</strong><strong>in</strong>g <strong>in</strong>vestments might be similarly <strong>in</strong>sured(and, perhaps, f<strong>in</strong>anced as well as <strong>in</strong>sured, as suggested by the concept oftra<strong>in</strong><strong>in</strong>g mortgages); 26• even the community’s tax base could be <strong>in</strong>sured aga<strong>in</strong>st structural trends beyondthe control of its resident employers. 27Expand<strong>in</strong>g the number of stakeholders <strong>in</strong> structural adjustment programs andalign<strong>in</strong>g their <strong>in</strong>centives appropriately to m<strong>in</strong>imize chronic contention, forms ofcheat<strong>in</strong>g, and free rid<strong>in</strong>g is the key to twenty-first century SAA reform. Comparedto the three motives for historic TAA, efficient adjustment becomes primary, anddistributional equality and political compensation recede as motives.F<strong>in</strong>ally, the chances of success for the structural-adjustment <strong>in</strong>itiatives describedabove are much enhanced when underp<strong>in</strong>ned by two types of foundationalcivic <strong>in</strong>frastructure:• best-practice public education 28 <strong>in</strong>volv<strong>in</strong>g measurable upgrad<strong>in</strong>g <strong>in</strong> the Americancontext, and• best-practice active and passive labor-market policies (for example, rais<strong>in</strong>g nationalthresholds for core labor rights <strong>in</strong> the direction of <strong>in</strong>ternational best practice).2925 Scheve and Slaughter (2001) show how popular support for border openness is lower amonghomeowner voters <strong>in</strong> communities with high import penetration, other voter characteristics be<strong>in</strong>gheld equal.26 Insurance companies are always a blend of a mutual firm, pool<strong>in</strong>g risk among their members,and a f<strong>in</strong>ancial firm, tak<strong>in</strong>g <strong>in</strong> cumulated past premiums and pay<strong>in</strong>g out current and future claims.The recent global f<strong>in</strong>ancial crisis has given a bad name to unsupervised f<strong>in</strong>ancial <strong>in</strong>novation, but notto <strong>in</strong>surance <strong>in</strong>novation of the sort illustrated by weather <strong>in</strong>surance for crops and outdoor enterta<strong>in</strong>mentevents, catastrophe bonds, and other types of creative, customized <strong>in</strong>surance products.27 Lawrence and Litan (1986, 119–122) made precisely this recommendation for trade-impactedcommunities <strong>in</strong> the context of historic TAA, and Lawrence has repeated it recently for a broader setof structural risks <strong>in</strong> Aldonis et al (2007, 48–9).28 See Richardson (2005b) for a description of the under-appreciated labor-market cop<strong>in</strong>g and adjustmentbenefits of improved primary, secondary, and higher education, <strong>in</strong>clud<strong>in</strong>g community collegesand tra<strong>in</strong><strong>in</strong>g <strong>in</strong>stitutes. Worker-oriented <strong>in</strong>novation and reform <strong>in</strong> basic and higher educationis a ‘virtuous staircase’, creat<strong>in</strong>g an ascent toward higher productivity and wages and toward broaderfoot<strong>in</strong>gs from which to recover one’s balance when confronted with change. In <strong>in</strong>dividual micro data,educational atta<strong>in</strong>ment is clearly correlated with upward qu<strong>in</strong>tile-to-qu<strong>in</strong>tile economic mobility, asdocumented <strong>in</strong> the Economic Mobility Project (www.economicmobility.org). And there is an <strong>in</strong>trigu<strong>in</strong>gnegative micro-data correlation reported by Abowd et al. (2009) between the frequency of masslayoffs and (or) firm failure and the level of education (and skills and experience) of the firm’s workforce—educationmay <strong>in</strong>hibit unanticipated change!29 See Richardson (2000) for ideas on a beg<strong>in</strong>n<strong>in</strong>g agenda.
