Standards, <strong>Trade</strong> and Develop<strong>in</strong>g <strong>Countries</strong> 335tries and/or sectors have used high quality and safety standards to (re)-positionthemselves <strong>in</strong> competitive global markets. A key element <strong>in</strong> atta<strong>in</strong><strong>in</strong>g these benefitsis to be proactive <strong>in</strong> food quality and safety and facilitate bus<strong>in</strong>ess strategicresponses (Jaffee and Henson, 2005; Henson and Humphrey, 2008).4. STANDARDS AS BARRIERS OR CATALYSTSTO DEVELOPMENT?Understand<strong>in</strong>g the l<strong>in</strong>k between standards on the one hand, and export competitivenessand performance of develop<strong>in</strong>g countries on the other hand is crucial<strong>in</strong> the design of a broader development agenda, as <strong>in</strong>tegration <strong>in</strong> global marketsis generally believed to benefit economic growth (Bhagwati and Sr<strong>in</strong>ivasan, 2002;Dollar and Kraay, 2002; 2004). Yet, there is a concern that the poor may not benefitproportionately from high-standards <strong>in</strong>ternational trade. Hence, another criticalpolicy issue is to understand the l<strong>in</strong>k between standards, export cha<strong>in</strong>s, andrural <strong>in</strong>comes <strong>in</strong> develop<strong>in</strong>g countries. The proliferation of str<strong>in</strong>gent private andpublic standards has caused dramatic changes <strong>in</strong> the way food production andtrade are organized and governed with important implications for producers andrural households (McCullough et al., 2008; Sw<strong>in</strong>nen, 2007; Wilson and Abiola,2003). Hence, the costs and structural changes associated with standards compliancecan cause significant redistribution of welfare—not only across countriesbut also along supply cha<strong>in</strong>s and <strong>in</strong> rural societies (<strong>World</strong> <strong>Bank</strong>, 2005). A keyissue <strong>in</strong> understand<strong>in</strong>g the local welfare implications of <strong>in</strong>creas<strong>in</strong>g high-standardsfood trade is the way <strong>in</strong> which supply cha<strong>in</strong> structures and governancesystems respond to <strong>in</strong>creas<strong>in</strong>g standards. In this section we first discuss issues ofsupply cha<strong>in</strong> organization and governance, and then turn to the developmentimplications of <strong>in</strong>creas<strong>in</strong>g standards.4.1 Supply cha<strong>in</strong> organisation and governanceThe ma<strong>in</strong> structural changes <strong>in</strong> food supply cha<strong>in</strong>s that are <strong>in</strong>duced by <strong>in</strong>creas<strong>in</strong>gstandards <strong>in</strong>clude:1. the <strong>in</strong>creas<strong>in</strong>g levels of vertical coord<strong>in</strong>ation (VC) <strong>in</strong> global supply cha<strong>in</strong>s,and2. the ongo<strong>in</strong>g consolidation of the supply base with large food companies—often mult<strong>in</strong>ationals—dom<strong>in</strong>at<strong>in</strong>g the cha<strong>in</strong>s.First, compliance with <strong>in</strong>creas<strong>in</strong>gly complex and str<strong>in</strong>gent food standards andmonitor<strong>in</strong>g of this compliance throughout the supply cha<strong>in</strong>s requires tighter VC<strong>in</strong> the cha<strong>in</strong>s. In order to ensure large and consistent volumes of high-qualityand safe produce, food traders and processors <strong>in</strong>creas<strong>in</strong>gly procure from preferredsuppliers or specialized wholesale markets, often on a contract basis, andthereby push the food distribution system towards more VC. Also, upstream thesupply cha<strong>in</strong> VC is <strong>in</strong>creas<strong>in</strong>g. Traditional spot-market trad<strong>in</strong>g systems with middlemenare generally not effective <strong>in</strong> high-standards trade because of high trans-
