Simple averages are of the ad valorem (ad valorem equivalent) six–digit HS dutyaverages.WTO rules require tariffs to be applied on an MFN basis, that is, <strong>in</strong> a way thatdoes not discrim<strong>in</strong>ate across foreign export sources; nevertheless, countries frequentlyimpose new trade barriers such as antidump<strong>in</strong>g and global safeguards <strong>in</strong>a discrim<strong>in</strong>atory way. While global safeguards especially are supposed to be imposedon an MFN basis, countries sometimes apply the policy so as to exempt certa<strong>in</strong>exporters. Some of the research described <strong>in</strong> the next section exploits thisdiscrim<strong>in</strong>atory behavior. And while antidump<strong>in</strong>g <strong>in</strong>vestigations are carried out atthe level of a s<strong>in</strong>gle foreign export<strong>in</strong>g country, the new trade restrictions can actuallybe applied on an export<strong>in</strong>g firm-specific basis, allow<strong>in</strong>g policy-impos<strong>in</strong>gcountries to discrim<strong>in</strong>ate even across firms if they determ<strong>in</strong>e that different firmshad different dump<strong>in</strong>g (or pric<strong>in</strong>g at ‘less than fair value’) marg<strong>in</strong>s.In cases <strong>in</strong> which these policies change <strong>in</strong> a discrim<strong>in</strong>atory manner, the adjustmentis then not necessarily limited to the two countries directly impacted—that9 Bown (2009b) provides detailed data on WTO member use of antidump<strong>in</strong>g, global safeguards,countervail<strong>in</strong>g duties, and Ch<strong>in</strong>a-specific safeguards. For policies such as antidump<strong>in</strong>g, for somecountries this database also <strong>in</strong>cludes <strong>in</strong>formation on the size of the firm-specific new trade barriers.
