8 CONCLUSIONS AND RECOMMENDATIONSConclusions• The production and upgrading of <strong>biomass</strong> <strong>to</strong> bio<strong>gas</strong>, suitable for addition <strong>to</strong> <strong>the</strong> <strong>gas</strong> <strong>grid</strong>, is aproven technology. Several areas, such as control and analysis systems and cost reduction,need fur<strong>the</strong>r development.• The production of pipeline quality <strong>gas</strong> <strong>from</strong> <strong>biomass</strong> via <strong>the</strong>rmal processes, combinesessentially two proven technologies: syn<strong>gas</strong> production <strong>from</strong> <strong>biomass</strong> and syn<strong>gas</strong> conversion <strong>to</strong>methane.• The introduction of bio<strong>gas</strong> in<strong>to</strong> separate <strong>to</strong>wn <strong>gas</strong> <strong>grid</strong>s has been proven <strong>to</strong> be successful.• Production, upgrading <strong>to</strong> natural <strong>gas</strong> quality and addition <strong>to</strong> <strong>the</strong> <strong>gas</strong> <strong>grid</strong> leads <strong>to</strong> a very highutilisation rate of energy <strong>from</strong> <strong>biomass</strong>.• Taxes form a marketing instrument <strong>to</strong> promote bio<strong>gas</strong>.• Delivery of bio<strong>gas</strong> off-spec requires a <strong>gas</strong> quality tracking system and close communicationbetween <strong>the</strong> upgrading plant and <strong>the</strong> <strong>grid</strong> owner.The following roadblocks for introduction of bio<strong>gas</strong> <strong>to</strong> <strong>the</strong> <strong>gas</strong> <strong>grid</strong> were identified• Missing regulation and legislation of access rights can inhibit bio<strong>gas</strong> introduction.• The bio<strong>gas</strong> production site should be located near a <strong>gas</strong> pipeline and a widely distributednatural <strong>gas</strong> <strong>grid</strong> is recommended.• Electricity production out of <strong>biomass</strong> is in some countries more profitable than production ofbio<strong>gas</strong>, due <strong>to</strong> <strong>the</strong> existing tax instruments.• The tax instruments are not unified in <strong>the</strong> EU countries.Recommendations• Standardisation for <strong>the</strong> quality aspects and access rights within Europe for adding bio<strong>gas</strong> <strong>to</strong> <strong>the</strong><strong>gas</strong> <strong>grid</strong>.• A wide band <strong>gas</strong> quality policy on new <strong>gas</strong> appliances• Stimulation of demonstration and implementation projects at various scale sizes where anincreased value of bio<strong>gas</strong> and a higher usage rate can be realised.page: 116
