Access <strong>for</strong> Work on or Near High Voltage ElectricalApparatus• to guard against mistaken or inadvertentcontact with other <strong>electrical</strong> apparatus, orequipment under test.The above shall be achieved with the use <strong>of</strong>appropriate signs and barriers including dangerbarriers, live signs and under sanction <strong>for</strong> testingsigns. In positioning signs and barriersconsideration shall be given to all approaches tothe <strong>work</strong> area.Additional barriers and signs may be erected afterthe issue <strong>of</strong> the sanction <strong>for</strong> testing by the tester incharge.9.7.3 Use <strong>of</strong> a Statement <strong>of</strong> Condition <strong>of</strong>Apparatus/Plant – (SCAP)9.7.3.1 GeneralA “SCAP” is a statement outlining the condition <strong>of</strong>apparatus – plant. It shall be used betweenoperating authorities to confirm plant conditionsand isolations to support an access authority orother operational requirements.This statement covers only the state <strong>of</strong> the <strong>electrical</strong>apparatus or plant specified and does not by itselfauthorise <strong>work</strong> on the <strong>electrical</strong> apparatus or plant.Page 104 <strong>of</strong> 148 Blue Book – December 2005
9.7.3.2 Use <strong>of</strong> the SCAP Written and VerbalThe conditions <strong>of</strong> isolation shall remain unchangeduntil the statement is cancelled.Any earths listed on the statement may be removedas requested by the recipient in accordance withClause 8.3The SCAP shall where practicable detail all relevantprecautions taken <strong>for</strong> the <strong>safety</strong> <strong>of</strong> the <strong>work</strong>party/ies. Where the precautions are detailed theyshall not be changed during the currency <strong>of</strong> theSCAP.Where it is not practicable to detail all suchprecautions, a general statement <strong>of</strong> the condition <strong>of</strong>the <strong>electrical</strong> apparatus (eg isolated and earthed)is acceptable provided that:(a)it is acceptable to the operating authorities;(b) it is acceptable to all recipients on theassociated <strong>electrical</strong> access permit orsanction <strong>for</strong> testing;(c)Access <strong>for</strong> Work on or Near High Voltage ElectricalApparatusthe authorised <strong>electrical</strong> operator issuing the<strong>electrical</strong> access permit or sanction <strong>for</strong> testingcan satisfy the recipients <strong>of</strong> the precautionstaken through demonstration or references todrawings, etc.Blue Book – December 2005 Page 105 <strong>of</strong> 148
