STATEMENT FROM THE DIRECTOR OFENERGY SAFETYEnergy Safe Victoria (ESV) is the regulator <strong>for</strong>Electrical and Gas Safety in Victoria, Australia. Aspart <strong>of</strong> its role, ESV sets the minimum standards <strong>for</strong>the design, construction, operation andmaintenance <strong>of</strong> electricity net<strong>work</strong> assets.The Code <strong>of</strong> Practice On Electrical Safety For Workon or Near High Voltage Electrical Apparatus (the2005 Blue Book) has been prepared by the‘Electrical Safety Committee’ established underSection 10 <strong>of</strong> the Electricity Safety Act 1998.The Electricity Safety (Net<strong>work</strong> Assets) Regulations1999, and The Electricity Safety (Installations)Regulations 1999, invoke the Code as amendedfrom time to time. The 2005 Blue Book will there<strong>for</strong>esupersede the ‘Code <strong>of</strong> Practice On ElectricalSafety For Work on or Near High Voltage ElectricalApparatus’ published in 1998 (the 1998 Blue Book).ESV has decided that the 2005 Blue Book will comeinto operation on 31 December 2005ESV recognises that the Victorian Electricity SupplyIndustry and high voltage customers need time totrain and make <strong>work</strong>ers under their control aware <strong>of</strong>Page 4 <strong>of</strong> 148 Blue Book – December 2005
