Definitions15 ‘De-energised’ means not connected to anysource <strong>of</strong> <strong>electrical</strong> supply but not necessarilyisolated.16 ‘Discharged’ means having been connectedto the general mass <strong>of</strong> earth in such a manneras to remove any residual <strong>electrical</strong> energy ina conductor.17 ‘Earthed’ means directly <strong>electrical</strong>lyconnected to the general mass <strong>of</strong> earth so asto ensure and maintain the effective dissipation<strong>of</strong> <strong>electrical</strong> energy.18 ‘Earthing Device’ means an approved deviceused <strong>for</strong> the earthing <strong>of</strong> conductors.19 ‘Electrical Apparatus’ means any <strong>electrical</strong>equipment, including overhead lines andunderground cables, the conductors <strong>of</strong> whichare live or can be made live.20 ‘Energised’ means connected to a source <strong>of</strong><strong>electrical</strong> supply.21 ‘Exposed conductor’ means an <strong>electrical</strong>conductor, approach to which is not preventedby a barrier <strong>of</strong> rigid material or by insulationwhich is adequate under a relevant AustralianStandard specification <strong>for</strong> the voltagePage 18 <strong>of</strong> 148 Blue Book – December 2005
concerned.Definitions22 ‘High voltage’ or ‘HV’ means a nominal voltageexceeding 1000 volts a.c. or exceeding 1500 voltsd.c.23 ‘High Voltage Customer’ means any user <strong>of</strong>electricity (excluding the VESI) directlyconnected at high voltage to the Transmissionor Distribution Net<strong>work</strong>s.24 ‘Instructed person’ means a personadequately advised or supervised by anauthorised person to enable them to avoid thedangers which electricity may create.25 ‘Insulated Mobile Plant’ means mobile plantapproved and tested <strong>for</strong> carrying out <strong>work</strong> onor near <strong>electrical</strong> apparatus.26 ‘Insulated’ means separated from adjoiningconducting material by a non-conductingsubstance which provides resistance to thepassage <strong>of</strong> current, or to disruptive dischargesthrough or over the surface <strong>of</strong> the substance atthe operating voltage, and to mitigate thedanger <strong>of</strong> shock or injurious leakage <strong>of</strong> current.27 ‘Insulating Stick’ means a stick approved andtested <strong>for</strong> carrying out operating and live <strong>work</strong>Blue Book – December 2005 Page 19 <strong>of</strong> 148
