Earthing <strong>of</strong> High Voltage Electrical Apparatusconductor using an approved device whilethe hand applied earth is being attached orremoved.8.1.4 When applying a portable earthing devicethat is not connected to a permanently installedstation earthing system it shall be regarded asbeing liable to become live until the circuit earthingis complete.8.1.5 There are some situations where anauthorised <strong>electrical</strong> operator cannot comply withthe clearances specified as safe approachdistances, when applying earths to <strong>electrical</strong>apparatus during the preparation <strong>for</strong> access, eg.,discharging capacitor banks. In these situations,organisational procedures may permit suchapproach only to that part <strong>of</strong> the <strong>electrical</strong>apparatus which already has local isolation andearthing.8.2 EARTHING FOR ACCESS TO HIGHVOLTAGE ELECTRICAL APPARATUSEarths shall be applied at locations such thatconductors within the <strong>work</strong> area are effectivelyearthed in the event <strong>of</strong> energisation from anysource <strong>of</strong> supply or hazardous occurrences and bePage 72 <strong>of</strong> 148 Blue Book – December 2005
Earthing <strong>of</strong> High Voltage Electrical Apparatusso placed as to remain effective if adjoiningconductors are disconnected.Wherever practicable earths shall be placed at thesite <strong>of</strong> the <strong>work</strong>.8.3 REMOVAL OF EARTH WHEN WORKINGUNDER AN ACCESS AUTHORITYDuring <strong>work</strong> under an access authority, therecipient in charge may authorise the removal <strong>of</strong> anearth <strong>for</strong> meggering, reconductoring, or otherpurposes, only if such action is considerednecessary and safe, and provided –• the operating authority that has operationalcontrol <strong>of</strong> the earth and the operatingauthority who applied the earth agrees;• in cases where the earth is listed on theaccess authority, the operating authority whoissued the access authority is consulted, toconfirm that the removal <strong>of</strong> the earth will notaffect any other access authorities on issue;• persons likely to be affected by the removal<strong>of</strong> the earth are notified; and• consideration is given to induced voltages.Blue Book – December 2005 Page 73 <strong>of</strong> 148
