Access <strong>for</strong> Work on or Near High Voltage ElectricalApparatus9.5.4 Procedure <strong>for</strong> Resumption <strong>of</strong> an AccessAuthorityOrganisational procedures <strong>for</strong> resumption <strong>of</strong> anaccess authority shall ensure that:• The access authority is resumed with thesame isolations, earths and otherprecautions at the time <strong>of</strong> suspension.• The operating authority shall approve theresumption <strong>of</strong> the access authority andwhere considered necessary use theprocedure <strong>for</strong> issue <strong>of</strong> the access authority.• The recipient/tester in charge ensures thatrecipients are in<strong>for</strong>med <strong>of</strong> the limits <strong>of</strong> theaccess authority and precautions taken.9.6 LIVE WORK – HIGH VOLTAGE9.6.1 GeneralSection 9.6 is not applicable to the operation,washing or testing <strong>of</strong> live high voltage <strong>electrical</strong>apparatus. Refer to organisational procedures.Live <strong>work</strong> shall only be undertaken after firstconsidering per<strong>for</strong>ming the <strong>work</strong> under isolatedand earthed conditions.Page 96 <strong>of</strong> 148 Blue Book – December 2005
Access <strong>for</strong> Work on or Near High Voltage ElectricalApparatusBe<strong>for</strong>e live <strong>work</strong> is undertaken a hazardidentification and risk assessment shall confirm thatthe <strong>work</strong> can be per<strong>for</strong>med safely.9.6.2 Minimum RequirementsThe procedures <strong>for</strong> undertaking live <strong>work</strong> shallinclude:• Persons per<strong>for</strong>ming live <strong>work</strong> and appointed<strong>safety</strong> observers shall be authorised live - HV<strong>work</strong>ers.• The risk assessment shall consider as aminimum;° The condition <strong>of</strong> the <strong>electrical</strong> apparatus;° Proximity <strong>of</strong> other <strong>electrical</strong> apparatus° Proximity <strong>of</strong> earthed equipment andstructures;° Protection and control settings° Appointment <strong>of</strong> a <strong>safety</strong> observer• Persons per<strong>for</strong>ming live <strong>work</strong> shall useappropriate rated and tested equipment, andwear appropriate apparelBlue Book – December 2005 Page 97 <strong>of</strong> 148
