Commissioner Brookes is a decorated military veteran, having<br />

served on active duty with the U.S. Navy in Latin America, Asia,<br />

and the Middle East. He retired as a commander. Dr. Brookes is<br />

a graduate of Georgetown University, the Johns Hopkins University,<br />

the Defense Language Institute, the Naval War College, and<br />

U.S. Naval Academy.<br />

Robin Cleveland<br />

Commissioner Cleveland was reappointed by Senate Republican<br />

Leader Mitch McConnell for a two-year term expiring December 31,<br />

2016. After three decades of government service, Commissioner<br />

Cleveland is now serving as the Executive Director of the Office of<br />

Student Life at the Graduate School of Education and Human Development<br />

at The George Washington University. Commissioner<br />

Cleveland worked for U.S. Senator Mitch McConnell in a number<br />

of positions in his personal office, on the Senate Select Committee<br />

on Intelligence, the Foreign Relations Committee, and the Senate<br />

Appropriations Committee. In addition, Commissioner Cleveland<br />

served as the Counselor to the President of the World Bank, and<br />

as the Associate Director of the Office of Management and Budget<br />

in the Executive Office of the President. During her tenure serving<br />

President Bush, Commissioner Cleveland co-led the interagency effort<br />

to develop and implement two Presidential initiatives: the Millennium<br />

Challenge Corporation and the President’s Emergency<br />

Plan for AIDS Relief. These efforts reflect her commitment to link<br />

policy, performance, and resource management.<br />

Commissioner Cleveland graduated from Wesleyan University<br />

with honors and received her M.A. in Education and Human Development<br />

from The George Washington University.<br />

The Honorable Byron L. Dorgan<br />

Senator Byron Dorgan was appointed by Senate Democratic<br />

Leader Harry Reid for a two-year term expiring December 31,<br />

2017. Senator Dorgan served six terms in the U.S. House and three<br />

terms in the U.S. Senate. In 2010 he announced that he would not<br />

seek re-election to the U.S. Senate and he retired after serving<br />

thirty years in Congress.<br />

U.S. Senate<br />

Senator Dorgan served in the U.S. Senate for eighteen years<br />

from 1992 to 2011. He served in the Democratic Leadership from<br />

1994 to 2011, first as Assistant Democratic Floor Leader and then<br />

as Chairman of the Democratic Policy Committee.<br />

He was a member of the Appropriations Committee, the Energy<br />

and Natural Resources Committee, the Commerce Science and<br />

Technology Committee, and the Indian Affairs Committee.<br />

He was Chairman of the Indian Affairs Committee. During his<br />

tenure, he also served as Chairman of numerous subcommittees including<br />

the Commerce Subcommittee on Aviation; the Energy Subcommittee<br />

on Energy & Power, and the Subcommittee on National<br />

Parks; the Appropriations Subcommittee on Energy & Water, and<br />

the Subcommittee on Treasury, Postal & General Government. He<br />
