• The safety of food, drug, and other products imported from<br />

China, the measures used by the People’s Republic of China<br />

Government and the United States Government to monitor<br />

and enforce product safety, and the role the United States can<br />

play (including through technical assistance) to improve product<br />

safety in the People’s Republic of China.<br />

The Commission conducted six public hearings, taking testimony<br />

from 52 witnesses that included industry, academia, think tanks<br />

and research institutions, and other experts. For each of these<br />

hearings, the Commission produced a transcript (posted on its<br />

website at www.uscc.gov). The Commission received a number of<br />

briefings by executive branch agencies and the Intelligence Community,<br />

including classified briefings on China’s industrial espionage<br />

activities, military reforms, aviation industry, and cyber activities.<br />

The Commission is preparing a classified report to Congress<br />

on these and other topics. The Commission also received<br />

briefs by foreign diplomatic and military officials as well as U.S.<br />

and foreign nongovernmental experts.<br />

Commissioners made official delegation visits to Taiwan, China,<br />

and India to hear and discuss perspectives on China and its global<br />

and regional activities. In these visits, the Commission delegation<br />

met with U.S. diplomats, host government officials, business representatives,<br />

academics, journalists, and other experts.<br />

The Commission also relied substantially on the work of our excellent<br />

professional staff and supported outside research in accordance<br />

with our mandate.<br />

The Report includes 20 recommendations for Congressional action.<br />

Our ten most important recommendations appear on page 29<br />

at the conclusion of the Executive Summary.<br />

We offer this Report to Congress in the hope that it will be useful<br />

as an updated baseline for assessing progress and challenges in<br />

U.S.-China relations.<br />
