The most significant sensitivity <strong>of</strong> the analysis arises from service type chosen, broadband or<br />

narrowband. This is amplified by the str<strong>on</strong>g uncertainty in the need to deploy additi<strong>on</strong>al LTE ground<br />

stati<strong>on</strong>s to support broadband implementati<strong>on</strong>s at high frequency and data rates.<br />

For <strong>SATCOM</strong> soluti<strong>on</strong>s, the price <strong>of</strong> terminals is the main driver <strong>for</strong> the costs due to its very high value,<br />

particularly when c<strong>on</strong>sidering broadband, an opti<strong>on</strong> which severely increases the device price.<br />

As far as terrestrial soluti<strong>on</strong>s are c<strong>on</strong>cerned, the main parameters affecting the costs are the<br />

previously menti<strong>on</strong>ed deployment factor <strong>for</strong> the base stati<strong>on</strong>s (which is <strong>of</strong> a higher order <strong>of</strong> magnitude<br />

<strong>for</strong> broadband applicati<strong>on</strong>s due to the high frequency and high data rate factor, but still exists in<br />

narrowband soluti<strong>on</strong>s due to the uncertainty in the upgrade costs from base stati<strong>on</strong>s to transiti<strong>on</strong> from<br />

GSM-R to LTE); as well as the base stati<strong>on</strong> cost and the total number <strong>of</strong> stati<strong>on</strong>s, which is dependent<br />

<strong>on</strong> the frequency at which the soluti<strong>on</strong> functi<strong>on</strong>s.<br />

Another high-sensitivity parameter is the maintenance coefficient that determines the operati<strong>on</strong>al<br />

expenses required to maintain all the infrastructure and terminals.<br />

Furthermore, c<strong>on</strong>sidering voice as a requirement has a str<strong>on</strong>g impact <strong>on</strong> cost, but is also an important<br />

influence in technical compliance <strong>for</strong> the <strong>SATCOM</strong> soluti<strong>on</strong>s.<br />

Finally, the value-added tariffs/service usage parameter is the <strong>on</strong>ly variable that generates revenues to<br />

compensate <strong>for</strong> the overall investment, and is there<strong>for</strong>e the parameter with highest impact in the<br />

sensitivity analysis.<br />

9.3.5 Assessment and compliance matrix <strong>of</strong> the n<strong>on</strong>-technical and n<strong>on</strong>-functi<strong>on</strong>al criteria<br />

This secti<strong>on</strong> is devoted to identifying whether the proposed soluti<strong>on</strong> complies with the n<strong>on</strong>-technical<br />

requirements or criteria.<br />

Table 38 shows the n<strong>on</strong>-technical and n<strong>on</strong>-functi<strong>on</strong>al criteria defined previously in secti<strong>on</strong> §5.<br />
