5. IDENTIFICATION OF CRITERIA FOR THE ASSESSMENT OF <strong>SATCOM</strong> SOLUTIONS<br />

Three types <strong>of</strong> criteria have been identified <strong>for</strong> the subsequent assessment <strong>of</strong> the <strong>SATCOM</strong> soluti<strong>on</strong>s<br />

proposed regarding their <strong>feasibility</strong> to support critical <strong>railway</strong> applicati<strong>on</strong>s:<br />

N<strong>on</strong>-technical and n<strong>on</strong>-functi<strong>on</strong>al criteria<br />

A high-level definiti<strong>on</strong> similar to the <strong>on</strong>e used within the URS document [AD-01] has been used in the<br />

descripti<strong>on</strong> <strong>of</strong> the criteria identified.<br />

Criteria definiti<strong>on</strong>, including a rati<strong>on</strong>ale and the traceability to the documentati<strong>on</strong> <strong>on</strong> which is based<br />

each criteri<strong>on</strong> is included in Annex §A.<br />

The tables below summarise the criteria to be applied to the proposed <strong>SATCOM</strong> soluti<strong>on</strong>s.<br />

Criteri<strong>on</strong><br />

The ―link availability‖ <strong>of</strong> the proposed <strong>SATCOM</strong> system shall be High.<br />

The ―reliability‖ <strong>of</strong> the proposed <strong>SATCOM</strong> system shall be High.<br />

The end-to-end error ratio <strong>of</strong> the proposed <strong>SATCOM</strong> system shall be Low.<br />

Note: Since this criteri<strong>on</strong> <strong>on</strong>ly c<strong>on</strong>siders the satellite system, the error ratio shall be measured<br />

after the last satellite communicati<strong>on</strong> layer (e.g. data link layer or L2)<br />

Transfer delay <strong>for</strong> the proposed satellite system shall be Low.<br />

Note: It refers to the end-to-end (<strong>on</strong>e-way) delay due to the satellite channel. There<strong>for</strong>e, it shall<br />

be measured from satellite transmitter to satellite receiver.<br />

Delay jitter <strong>of</strong> the proposed <strong>SATCOM</strong> system shall be Low.<br />

Note: Since this criteri<strong>on</strong> refers to the <strong>on</strong>e-way satellite channel jitter, it shall be measured from<br />

satellite transmitter to satellite receiver.<br />

Network registrati<strong>on</strong> delay <strong>for</strong> the proposed <strong>SATCOM</strong> system shall be Normal (with similar<br />

values <strong>of</strong> current GSM-R system).<br />

The call establishment delay <strong>for</strong> the proposed <strong>SATCOM</strong> system shall be Low.<br />

Note: as a first reference, GSM-R establishment delays can be c<strong>on</strong>sidered.<br />

The proposed <strong>SATCOM</strong> system shall allow (at least) the estimated number <strong>of</strong> European FRMCS<br />

users by 2030 registered simultaneously.<br />

The proposed <strong>SATCOM</strong> system shall provide priority and pre-empti<strong>on</strong> mechanisms.<br />

The proposed <strong>SATCOM</strong> system shall support Data and Voice services.<br />
