The call establishment delay <strong>for</strong> the proposed satcom system<br />

shall be Low.<br />

Note: as a first reference, GSM-R establishment delays can be<br />

c<strong>on</strong>sidered.<br />

The proposed satcom system shall allow (at least) the<br />

estimated number <strong>of</strong> European FRMCS users by 2030<br />

registered simultaneously.<br />

NC<br />

Inmarsat call establishment delays are: 22<br />

- Ground-to-air: 25 s (P95); 30 s (P99).<br />

- Air-to-ground: 10 s (P95); 15 s (P99)<br />

There<strong>for</strong>e, this criteri<strong>on</strong> is c<strong>on</strong>sidered "NC".<br />

Inmarsat is able to provide the required service to current GSM-R data users. But<br />

it will not be able to provide service also to the estimated numbers <strong>of</strong> voice<br />

services users.<br />

The proposed satcom system shall provide priority and preempti<strong>on</strong><br />

mechanisms.<br />

C<br />

Each I4 c<strong>on</strong>necti<strong>on</strong> is established with a certain set <strong>of</strong> Quality <strong>of</strong> Service (QoS)<br />

parameters, which include the following:<br />

- Rate Parameters: Mean Rate and Peak Rate;<br />

- Delay Parameters: Target Latency and Discard Latency; and<br />

- C<strong>on</strong>necti<strong>on</strong> Type and Priority.<br />

CRT-TECH-10<br />

The proposed satcom system shall support Data and Voice<br />

services.<br />

C<br />

I4 supports data and voice services. Although I4 voice applicati<strong>on</strong>s are mainly<br />

processed by its Circuit Switched subsystem, it is also capable to process IP voice<br />

services by means <strong>of</strong> its Packet Switched part.<br />

CRT-TECH-11<br />

The proposed satcom system shall support as minimum Low<br />

bandwidth applicati<strong>on</strong>s<br />

C<br />

Inmarsat 4 provides speeds up to more than 400 kbps. There<strong>for</strong>e, it is able to<br />

support critical <strong>railway</strong> applicati<strong>on</strong>s, and even some per<strong>for</strong>mance and/or business<br />

applicati<strong>on</strong>s.<br />
