Criteri<strong>on</strong><br />
The proposed <strong>SATCOM</strong> system <strong>for</strong> the future <strong>railway</strong> communicati<strong>on</strong>s architecture shall have a<br />
universally assumed sustained lifecycle covering the total timespan <strong>of</strong> the FRMCS without risk<br />
<strong>of</strong> obsolescence. Due to current estimates <strong>of</strong> migrati<strong>on</strong> from GSM-R, roll-out <strong>of</strong> the next<br />
generati<strong>on</strong> systems is expected around the year 2022. Taking into account reference lifecycles<br />
<strong>of</strong> such systems, a sustainability <strong>of</strong> minimum 15 years is expected after this date.<br />
The proposed <strong>SATCOM</strong> system <strong>for</strong> the future <strong>railway</strong> communicati<strong>on</strong>s architecture shall provide<br />
<strong>for</strong> easy serviceability that has minimal impact <strong>on</strong> operati<strong>on</strong>s, whether it is due to scheduled or<br />
unscheduled maintenance/repair. Additi<strong>on</strong>ally, the system shall ensure that technical and multitechnology<br />
criteria compliance is maintained within the required limits throughout the lifetime <strong>of</strong><br />
the assemblies. However, during preventative or corrective maintenance, the subsystem may not<br />
be able to respect the values quoted in the Basic Parameters; the maintenance rules shall<br />
ensure that safety is not prejudiced during these activities.<br />
The proposed <strong>SATCOM</strong> system <strong>for</strong> the future <strong>railway</strong> communicati<strong>on</strong>s architecture shall provide<br />
at least an acceptable level <strong>of</strong> cost efficiency, taking into account full lifecycle costs covering<br />
the full lifespan <strong>of</strong> the selected soluti<strong>on</strong>, and as l<strong>on</strong>g as technical and functi<strong>on</strong>al requirements<br />
allow <strong>for</strong> this opti<strong>on</strong>.<br />
The proposed <strong>SATCOM</strong> system <strong>for</strong> the future <strong>railway</strong> communicati<strong>on</strong>s architecture shall<br />
dem<strong>on</strong>strate <strong>for</strong>ecasted full lifecycle costs that are, by all acceptable estimates, not higher than<br />
those <strong>of</strong> GSM-R.<br />
The proposed <strong>SATCOM</strong> system <strong>for</strong> the future <strong>railway</strong> communicati<strong>on</strong>s architecture shall<br />
dem<strong>on</strong>strate a <strong>for</strong>ecasted full lifecycle ec<strong>on</strong>omic internal rate <strong>of</strong> return (IRR, alternatively<br />
ERR) above the average minimum acceptable rate <strong>of</strong> return (MARR) set by the target Member<br />
States <strong>for</strong> public investments.<br />
Standards shall be used to the extent possible to ensure interoperability <strong>of</strong> the proposed<br />
<strong>SATCOM</strong> system <strong>for</strong> the future <strong>railway</strong> communicati<strong>on</strong>s architecture with communicati<strong>on</strong><br />
systems (satellite, terrestrial and possible gap fillers). Additi<strong>on</strong>ally, the mandatory standards<br />
listed in this table shall be applied in the certificati<strong>on</strong> process:<br />

The proposed <strong>SATCOM</strong> system <strong>for</strong> the future <strong>railway</strong> communicati<strong>on</strong>s architecture shall hold at<br />
least a universally accepted technology readiness level (TRL) <strong>of</strong> 7 or above.<br />
