The proposed <strong>SATCOM</strong> system shall allow (at least) the estimated number <strong>of</strong> European FRMCS users by<br />

2030 registered simultaneously.<br />

The proposed <strong>SATCOM</strong> system shall provide priority and pre-empti<strong>on</strong> mechanisms.<br />

The proposed <strong>SATCOM</strong> system shall support Data and Voice services.<br />

The proposed <strong>SATCOM</strong> system shall support as minimum Low bandwidth applicati<strong>on</strong>s<br />

―user-to-user‖ -―multi-user‖ and ―uni-directi<strong>on</strong>al‖ – ―bi-directi<strong>on</strong>al‖ types <strong>of</strong> communicati<strong>on</strong>s <strong>for</strong> both voice<br />

and data services shall be provided.<br />

The minimum required coverage <strong>of</strong> the <strong>SATCOM</strong> system shall be Europe.<br />

The <strong>SATCOM</strong> system shall provide communicati<strong>on</strong>s <strong>for</strong> remote terminals when stati<strong>on</strong>ary and when<br />

travelling at speeds up to the maximum allowable line speed or 500 km/h, whichever is the lower.<br />

The proposed <strong>SATCOM</strong> system shall be flexible to support (at least) new created apps in the future.<br />

The proposed <strong>SATCOM</strong> system shall be highly and easily scalable.<br />

The following types <strong>of</strong> terminals shall be provided: ―On-board (mobile)‖, ―Handheld‖ and ―Fixed‖.<br />

The proposed <strong>SATCOM</strong> system shall provide high level <strong>of</strong> safety in the in<strong>for</strong>mati<strong>on</strong> exchanged.<br />

The proposed <strong>SATCOM</strong> system shall provide high level <strong>of</strong> security in the in<strong>for</strong>mati<strong>on</strong> exchanged.<br />
