11. CONCLUSIONS AND RECOMMENDATIONS<br />

11.1 MAIN FINDINGS<br />

This secti<strong>on</strong> provides findings regarding technical, multi-technology and n<strong>on</strong>-technical criteria<br />

based <strong>on</strong> the <strong>SATCOM</strong> soluti<strong>on</strong>s‘ assessment carried out in secti<strong>on</strong> §9.<br />

11.1.1 Findings regarding technical criteria<br />

After analysing the <strong>SATCOM</strong> soluti<strong>on</strong>s in previous secti<strong>on</strong>s, the following c<strong>on</strong>clusi<strong>on</strong>s have been<br />

drawn:<br />

After the technical & functi<strong>on</strong>al criteria assessment, the theoretical system MEO/C-band is the<br />

best-positi<strong>on</strong>ed <strong>SATCOM</strong> soluti<strong>on</strong>.<br />

Other well-positi<strong>on</strong>ed <strong>SATCOM</strong> soluti<strong>on</strong>s (although with more requirements scored as n<strong>on</strong>- or<br />

partial-compliant) are GEO/L-band (e.g. IRIS FOC), GEO/S-band and GEO/C-band.<br />

The most demanding criteria <strong>for</strong> <strong>SATCOM</strong> soluti<strong>on</strong>s are:<br />

Availability <strong>for</strong> critical applicati<strong>on</strong>s<br />

Transfer delay between <strong>SATCOM</strong> remote terminals<br />

The use <strong>of</strong> handhelds<br />

These c<strong>on</strong>clusi<strong>on</strong>s have been drawn after the assessment <strong>of</strong> <strong>on</strong>ly <strong>SATCOM</strong> soluti<strong>on</strong>s (i.e. without<br />

c<strong>on</strong>sidering the behaviour <strong>of</strong> gap fillers and/or additi<strong>on</strong>al terrestrial systems) and by taking into<br />

account data and voice applicati<strong>on</strong>s. If <strong>on</strong>ly data applicati<strong>on</strong>s (i.e. ETCS) were c<strong>on</strong>sidered, some<br />

criteria would not be necessary (such as the use <strong>of</strong> handhelds) and some others could be easier to<br />

comply by <strong>SATCOM</strong> soluti<strong>on</strong>s due to the reduced data rate (such as the link availability):<br />

When voice applicati<strong>on</strong>s are not c<strong>on</strong>sidered, data rate decreases and, there<strong>for</strong>e, link<br />

availability is largely increased.<br />

<strong>SATCOM</strong> communicati<strong>on</strong>s will <strong>on</strong>ly c<strong>on</strong>sist <strong>of</strong> single hop c<strong>on</strong>necti<strong>on</strong>s (between ground<br />

stati<strong>on</strong>s and <strong>on</strong>-board <strong>SATCOM</strong> terminals). In this way, the transfer delay is reduced<br />

compared to with that <strong>of</strong> the double hop c<strong>on</strong>nectivity required <strong>for</strong> user-to-user (voice)<br />

c<strong>on</strong>necti<strong>on</strong>s.<br />

<strong>SATCOM</strong> handhelds, the most demanding type <strong>of</strong> terminals, would there<strong>for</strong>e no l<strong>on</strong>ger be<br />

required.<br />

This hypothesis makes more feasible GEO soluti<strong>on</strong>s operating at low frequency bands (L, S and C<br />

bands), since their main c<strong>on</strong>straints are the delay <strong>on</strong> double hop c<strong>on</strong>necti<strong>on</strong>s and the absence <strong>of</strong><br />

handhelds.<br />

It is worth menti<strong>on</strong>ing that in the l<strong>on</strong>g term, the c<strong>on</strong>cept <strong>of</strong> operati<strong>on</strong> in <strong>railway</strong>s could change and<br />

voice services could be replaced by data applicati<strong>on</strong>s, making possible the use <strong>of</strong> <strong>SATCOM</strong> soluti<strong>on</strong>s<br />

to support services currently provided by voice and data applicati<strong>on</strong>s using <strong>on</strong>ly data. In additi<strong>on</strong>, in<br />

the l<strong>on</strong>g term, there may be a <strong>SATCOM</strong> soluti<strong>on</strong> complying with both voice and data services (such as<br />

the MEO/C-band soluti<strong>on</strong>), being also possible this way to <strong>of</strong>fer a <strong>SATCOM</strong> soluti<strong>on</strong> compliant with all<br />

the criteria identified.<br />
