A. CRITERIA DEFINITION<br />

This secti<strong>on</strong> defines the list <strong>of</strong> applicable criteria <strong>for</strong> the subsequent assessment <strong>of</strong> satellite<br />

communicati<strong>on</strong> systems and/or related technologies regarding their <strong>feasibility</strong> to support the critical<br />

<strong>railway</strong> applicati<strong>on</strong>s. To reach this goal, each criteria is accompanied <strong>of</strong> a rati<strong>on</strong>ale or justificati<strong>on</strong> and<br />

also its traceability to the reference documentati<strong>on</strong>. Table 40 summarizes the in<strong>for</strong>mati<strong>on</strong> provided <strong>for</strong><br />

each criteri<strong>on</strong>.<br />

Several sources have been c<strong>on</strong>sidered when identifying and justifying the different criteria. Recent<br />

documentati<strong>on</strong> from the FRMCS project (mainly the URS document) is <strong>on</strong>e <strong>of</strong> the main inputs, since<br />

the independence <strong>of</strong> the applicati<strong>on</strong>s from the bearer are a must <strong>for</strong> the study <strong>of</strong> the satcom <strong>feasibility</strong><br />

<strong>for</strong> <strong>railway</strong> communicati<strong>on</strong>s.<br />

However, the lack <strong>of</strong> details <strong>of</strong> the URS document (it does not include full detailed requirements yet)<br />

has caused (<strong>for</strong> some specific criteri<strong>on</strong>s) the use <strong>of</strong> current GSM-R documentati<strong>on</strong> in order to has<br />

some first reference values when required or c<strong>on</strong>sidered <strong>of</strong> relevance.<br />

Some comments and assumpti<strong>on</strong>s have been c<strong>on</strong>sidered while defining main satcom criteria:<br />

- It is worth to menti<strong>on</strong> that current QoS and per<strong>for</strong>mance parameters have very demanding criteria<br />

because they refer to high-speed <strong>railway</strong> lines. There<strong>for</strong>e, they could be relaxed in case <strong>of</strong><br />

regi<strong>on</strong>al or low traffic lines.<br />

- For the criteri<strong>on</strong> identificati<strong>on</strong>, it has been c<strong>on</strong>sidered several guidance 21 defined within the URS<br />

document [AD-01], which indicate that future <strong>railway</strong> communicati<strong>on</strong> system shall keep current<br />

per<strong>for</strong>mance and quality <strong>of</strong> communicati<strong>on</strong> provided by GSM-R or public services. There<strong>for</strong>e, the<br />

future <strong>railway</strong> communicati<strong>on</strong> system is expected to comply at least with current GSM-R<br />

Guidance GN4: “Capacity, reliability, availability, maintainability, quality <strong>of</strong> service are characteristics to be used to meet the operati<strong>on</strong>al<br />

needs <strong>of</strong> the <strong>railway</strong>s. The “End to End” per<strong>for</strong>mance shall be equal-to or better-than legacy radio systems, <strong>for</strong> example GSM-R”.<br />

Guidance GN5: “The user expects a quality <strong>of</strong> communicati<strong>on</strong> (integrity, clarity, accuracy etc.) which is c<strong>on</strong>sidered to be normal <strong>for</strong> the<br />

users by being equal to or better than what can be expected from a public service, and is sufficient to per<strong>for</strong>m the <strong>railway</strong> operati<strong>on</strong>”.<br />
