Although <strong>in</strong> this letter <strong>the</strong> bulk of Constant<strong>in</strong>e's opprobrium was reserved for<br />

<strong>the</strong> Donatists, he clearly had little respect for <strong>the</strong> Caecilianists ei<strong>the</strong>r, and it appears as<br />

if he regarded both parties with near equal suspicion and disapprobation; <strong>the</strong>y were to<br />

be treated equally. Constant<strong>in</strong>e ordered Celsus to “ignore <strong>the</strong>m [<strong>the</strong> Donatists] and<br />

accept <strong>the</strong> necessity of dissimulation with regard to <strong>the</strong>m.” 105 Moreover, Celsus should<br />

also act “as openly towards Caecilian as towards <strong>the</strong>m” 106 because when Constant<strong>in</strong>e<br />

came to Africa he would demonstrate “as much to Caecilian as to those who are seen<br />

to be act<strong>in</strong>g aga<strong>in</strong>st him, what sort of devotion should be paid to <strong>the</strong> highest deity and<br />

what k<strong>in</strong>d of cult he would seem to delight it.” 107<br />

Constant<strong>in</strong>e <strong>the</strong>n went on to announce his <strong>in</strong>tention to hold a “diligent<br />

exam<strong>in</strong>ation” <strong>in</strong>to <strong>the</strong> affair <strong>in</strong> order to reveal <strong>the</strong> facts to <strong>the</strong> ignorant whose actions<br />

ensured that “<strong>the</strong> supreme God is not worshipped with <strong>the</strong> requisite devotion, [and<br />

those] I shall destroy and scatter.” 108 Constant<strong>in</strong>e made a connection between <strong>the</strong><br />

offence of <strong>in</strong>correct religious worship and that of stubbornness: those who did not<br />

worship God properly would “suffer <strong>the</strong> due penalties of <strong>the</strong>ir madness and <strong>the</strong>ir<br />

reckless obst<strong>in</strong>acy.” 109 Constant<strong>in</strong>e's use of seditio (<strong>in</strong> his open<strong>in</strong>g and sympa<strong>the</strong>tic<br />

sentence to Celsus) <strong>in</strong>dicated that at this po<strong>in</strong>t, <strong>the</strong> behaviour of <strong>the</strong> Donatists was not<br />

just arrogant and obst<strong>in</strong>ate, and possibly religiously <strong>in</strong>correct, but was also <strong>in</strong>dicative<br />

of <strong>the</strong>ir treasonous nature; all three offences were comb<strong>in</strong>ed toge<strong>the</strong>r and collectively<br />

personified <strong>in</strong> <strong>the</strong> Donatists. Constant<strong>in</strong>e f<strong>in</strong>ished <strong>the</strong> letter by rem<strong>in</strong>d<strong>in</strong>g Celsus of<br />
