(4) Another area of concern is that the transport clerk<br />

will send out a driver for a fixed nu<strong>mb</strong>er of days, and<br />

then delay the trip, either at the beginning or middle<br />

of the trip, and then split the subsistence pay with the<br />

driver. Another version is to add days to the permit<br />

after the trip is completed, again aplitting the subciistence<br />

pay.<br />

(5) In some instances, false claims are made for damaged<br />

or lost merchandise, or lost spares or stores.<br />

(6) Some drivers requisition spares, locks, tarpaulins.<br />

reflectors or jacks without turning in the old ones. The<br />

stores clerks do not scrutinize the old spare parts or<br />

requisitions. These items are sold at a later date.<br />

(7) I recall one incident when the driver reported his<br />

spare tyre stolen while the lorry was parked on the street<br />

in front of the terminal while the driver was having<br />

lunch. Later that day, the police arrested the driver<br />

because he was selling a spare tyre.<br />

(8) I also understand that when drivers go on long trips<br />

such as to Mo<strong>mb</strong>asa, they purchase fuel and turn in exorbitant<br />

claims for fuel because the drivers know there is<br />

no fuel control system.<br />

(9) Last June there was a transfer of 100 tyres to the<br />

Secretary of U.C.C.U. with no invoice issued. Sometime<br />

in October, the Manager of U.C.C.U. told me there was<br />

a large nu<strong>mb</strong>er of tyres stored in the U.C.C.U. warehouse.<br />

The next day I inquired of two U.C.T.U. employees why<br />

they were storing tyres at U.C.C.U. when U.C.T.U. units<br />

were sitting idle for lack of tyres. The next morning,<br />

35 tyres were returned. A month later, 30 to 40 more<br />

were returned to U.C.T.U. from U.C.C.U. At this point,<br />

there are still 30 to 35 tyres missing.<br />

(10) Ever since I arrived in early Septe<strong>mb</strong>er, I have<br />

often seen money changing hands on the premises. I<br />

suspected drug traffic but was'assured that there is none.<br />

When I a.ked what was going on, I got the usual laugh.<br />
