Subject: Report on Safari, North and East Districts<br />
On Nove<strong>mb</strong>er 26, 1982 Bill Stonefield, Denis Odongpiny and I<br />
left on safari to tour several cooperatives in the north and<br />
east districts of Uganda (See attached schedule). Bill's<br />
report will cover the operations as they relate to the U.C.C.U.,<br />
and Denis will report the operations relating to the U.C.T.U.<br />
Cooperative officials in every lo~al society and union visited,<br />
freely discussed their operations, and my feeling is that we<br />
have a much better understanding of the problemhs confronting<br />
them. Although, due to lack of communications, several societies<br />
were not expecting us, we were well received in all instances.<br />

The Union operates a ginnery and distributes cottofiseeds and<br />
chemicals. Of the five lorries owned by the Union, two are not<br />
operatifig due to lack of spares. They own a pickup but need<br />
another, and at least eight additional lorries to operate at<br />
peak efficiency. Their nearest repair facility is at Gulu<br />
which is approximately 75 miles to the east. although most of<br />
their repair work is presently being done in Kampala. This<br />
Union would like to establish a small workshop in Packwach<br />
since they have two qualified mechanics. However. they lack<br />
funds to purchase the necessary tools such as lathe, acetylene<br />
torch, welders, drill press and grinders. There is storage<br />
for l,000 litres of industrial diesel fuel (9000 liters of<br />
diesel fuel and 9000 litres of petrol), but getting fuel is<br />
often a problem.<br />
This Union serves 34 local societiesand owns 30 ginneries, of<br />
which only 10 are operable. However, they have spares and<br />
are in the process of repairing the machines by the first of<br />
the year when the cotton season begins. They have a staff of<br />
35 administrative people and mechanics, and during the peak<br />
season they employ 270 ginnery workers. During the off season<br />
there are nine workers emploved. The Union has an adequate<br />
supplv of hoops and gunnv bags for the coming season. If a<br />
