Foreword<br />

My name is Dale S. Bonde. I am a transportation consultant with<br />

ACDI, Washington, D.C. I have been involved in transportation for 35<br />

years. Pr-or to my retirement in 1982, I was a Trucking Department<br />

Manager for Midland Cooperatives, Minneapolis, Minnesota.<br />

I have had two assignments with the Vclunteer Development Corps,<br />

Washington, D.C. in Botswana, Africa. I worked with the Botswana<br />

Cooperative Union on transportation procedures.<br />

My assignment in Uganda has been a very interesting experience.<br />

Just prior to my arrival in Uganda, the Ministry* of Cooperatives<br />

launched an investigation into the operations of the Uganda<br />

Cooperative Transport Union. Because of the investigation, it was<br />

very difficult to get information from various employees. As an<br />

example, I requested copies of all the various operational forms from<br />

the acting Transport Manager. After many requests, I finally gave up<br />

on that one. When I was interviewing various supervisors everthing<br />

went well until I started asking them about their work. They either<br />

had an appointment or had to get back to their job. I am sure they<br />

felt that I was part of the investigation and were not saying<br />

anything.<br />

The housing accommodations were excellent and shopping for food<br />

was most interesting and enjoyable. The work p1ace was adequate<br />

considering the rented facilities. The only complaint I had was that<br />

on a rainy day I couldn't work because it was too dark in my office.<br />

we did not have electric power in the building. Transportation was<br />

excellent.<br />

The safaris were very educational and gave me a better<br />

understanding of the cooperative movement in Uganda. I found that the<br />

cooperatives in Uganda are no fiifferent than cooperatives in the U.S.<br />

We both have good and bad managers. I hope I have made a contribution<br />

to the Uganda cooperative movement. It has been a most interesting<br />

assignment and I am looking forward to returning to Uganda.
