In every instance, the cooperatives said they would use U.C.T.U.'s<br />

services under these conditions. In fact one manager had<br />

suggested this program as far back as 1976 but could arouse<br />

no one's interest.<br />

In most instances, the unions and local societies felt that<br />

the Lint Marketing Board was not serving its purpose. Their<br />

first concern is that the Marketing B ard is slow in making<br />

payments. The unions feel they could market their own product<br />

more effectively, as one manager of a coffee union also<br />

would find the Coffee Marketing Board unnecessary.<br />

Several of the unions lacked hoops and gunny bags to begin<br />

tb:i cotton season. Back in Kampala, George Muhurusi, the<br />

U.U.T.U. Stores Manager assured me there are four tons of<br />

hoop' and 2000 bales of gunny bags in the warehouse. I also<br />

found a good supply of ginnery spares were available. The<br />

Stores Manager suspects the unions are lackiig the money to<br />

purchase these items but are too e<strong>mb</strong>arrassed to admit this.<br />

Credit is not available if they are already in debt to the<br />

U.C.T.U., which is also the reason that transport is often not<br />

availabla to them.<br />

With one exception (Teso Cooperative Union), the cooperative<br />

unions were quite optimistic about the economic fiture of<br />

Uganda. With the necessary inputs'for the farmer, plus good<br />

transport and marketing facilities, they feel the rural<br />

economy could make a relatively fast recovery.<br />
