ACTIONS<br />

Technical <strong>and</strong> Management<br />

Crewmembers should be subject to testing <strong>and</strong> screening for drugs <strong>and</strong> alcohol abuse by means<br />

<strong>of</strong> unannounced testing <strong>and</strong> routine medical examinations. The frequency <strong>of</strong> these tests should be<br />

sufficient as to serve as an effective deterrent to such abuse.<br />

The issue <strong>of</strong> alcohol onboard should be carefully controlled under the guidelines set out in the<br />

company’s policy <strong>and</strong> should be monitored by the master.<br />

The shipping companies should have a clearly written policy on drug <strong>and</strong> alcohol abuse that is easily<br />

understood by all crewmembers. Drug <strong>and</strong> alcohol policies should be clearly communicated to all<br />

personnel. To enforce their policy, companies should have rules <strong>of</strong> conduct <strong>and</strong> controls in place.<br />

The company policy should provide for control <strong>of</strong> onboard alcohol distribution <strong>and</strong> monitoring <strong>of</strong><br />

consumption. This policy should support the principle that crewmembers should not be impaired by<br />

alcohol when performing scheduled duties.<br />

Institutional <strong>and</strong> Capacity Building<br />

The authorities should check on the presence <strong>of</strong> a company policy on drug <strong>and</strong> alcohol use.<br />

When an accident or near miss happens, personnel involved should be checked on alcohol or drug<br />

use.<br />

The maximum allowable blood alcohol content should be agreed <strong>and</strong> put in legislation.<br />

Information should be provided to crewmembers on alcohol consumption in relation to impairment<br />

<strong>and</strong> its impact on behaviour <strong>and</strong> health.<br />

3.3.4.3 Personnel Protective Equipment (PPE)<br />

RECOMMENDATION<br />

Member Countries should ensure that vessel operators provide relevant PPE <strong>of</strong> an approved type<br />

to all crewmembers.<br />

Challenge<br />

PPE comprises a range <strong>of</strong> clothing <strong>and</strong> equipment which is worn by crewmembers to protect or shield<br />

their bodies from workplace hazards. During the Risk Analysis it was determined that in some cases<br />

PPE was not provided or was not in a good working condition. PPE is a common name for respiratory<br />

protection, eye protection, gloves, special working clothes (such as protective clothing, thermal suits),<br />

ear protectors, safety shoes or rubber boots (steel-capped), safety helmets, protection against falls:<br />

lifelines, harnesses <strong>and</strong> lifejackets. The equipment should be used to protect the crewmembers from a<br />

risk that may threaten the safety <strong>of</strong> their health when working onboard.<br />

Crewmembers should also be reminded that the provision <strong>of</strong> personal protective equipment does not<br />

mean that they can lower their own safety st<strong>and</strong>ards. The equipment does not eliminate hazards <strong>and</strong><br />

gives only limited protection in the case <strong>of</strong> accidents. Depending on the work to be carried out, special<br />
