Any spillage on deck should be immediately removed, <strong>and</strong> the oil spill should be reported to the<br />

terminal <strong>and</strong> port authorities to activate shore <strong>and</strong> tanker oil pollution plans.<br />

In case a spill belt is in place, the scuppers must be effectively plugged to prevent spilled cargo<br />

escaping into the water.<br />

When a tanker is <strong>along</strong>side a berth, firefighting equipment is to be ready for immediate use. This<br />

means that firehoses with spray/jet nozzles are ready for use, <strong>and</strong> portable dry-chemical powder<br />

extinguishers are available in the cargo area that can be used as protection against small flash fires.<br />

Shipping company management has to encourage the use <strong>of</strong> safe working procedures <strong>and</strong> checklists<br />

as a practical result <strong>of</strong> a safety management system. The means should be made available to h<strong>and</strong>le<br />

cargo in the safest possible way.<br />

Institutional <strong>and</strong> Capacity Building<br />

Port authorities should implement comprehensive <strong>and</strong> clear safety measures for barges carrying<br />

dangerous goods <strong>and</strong> during cargo operations. Execution <strong>of</strong> these safety measures should be regularly<br />

controlled by maritime police onboard. Cargo operations should be suspended <strong>and</strong> the barge fined if<br />

port safety regulations are not strictly followed.<br />

Training courses in dangerous goods h<strong>and</strong>ling should provide crewmembers with the necessary<br />

theoretical knowledge <strong>and</strong> safe working practices. Skill <strong>and</strong> experience have to be learnt onboard,<br />

when working under the supervision <strong>of</strong> an experienced crewmember.<br />

A tanker barge should display notices on deck, visible on two sides:<br />
