4.4.1 Enhance Emergency Response Planning <strong>and</strong> Capacity <strong>of</strong> Existing Fire<br />

Emergency Response Authorities<br />

RECOMMENDATIONS<br />

Member Countries should enhance emergency response planning <strong>and</strong> enhance the capacity<br />

<strong>of</strong> existing fire <strong>and</strong> emergency response authorities in relation to potential major incidents at<br />

petroleum terminals.<br />

CHALLENGE<br />

The capacity <strong>of</strong> emergency-response authorities needs to be improved to respond effectively to major<br />

fire <strong>and</strong> explosions incidents in collaboration with the private operators <strong>of</strong> ports <strong>and</strong> petroleum<br />

terminals <strong>and</strong> local communities. Fire <strong>and</strong> emergency drills should be performed on a planned basis<br />

<strong>and</strong> reviewed to ensure continual improvement. The emergency response <strong>and</strong> contingency planning<br />

should also involve consultation with national line agencies, emergency response authorities <strong>and</strong> local<br />

communities. Emergency response planning for ports <strong>and</strong> petroleum terminals is covered in detail in<br />

Chapter 2.2 (Ports <strong>and</strong> Terminals).<br />

4.4.2 Navigation Charts<br />

RECOMMENDATION<br />

Navigation Charts to be prepared, with GPS navigation system. Very detailed bathymteric surveys<br />

only in the navigation channel.<br />

CHALLENGE<br />

Some charts need serious updating, <strong>and</strong> use <strong>of</strong> a multibeam scan because <strong>of</strong> the multitude <strong>of</strong> rocks<br />

in the channel.<br />

4.4.3 Training Needs Assessment <strong>and</strong> Training<br />

RECOMMENDATION<br />

Waterway engineers, planners, waterway maintenance <strong>and</strong> surveyors should be trained <strong>and</strong><br />

certified.<br />

CHALLENGE<br />

A Training Needs Assessment should be conducted to identify in detail what is actually required for<br />

training <strong>of</strong> skippers (see Chapter on Vessels), waterway design engineers, waterway maintenance<br />

personnel, planners <strong>and</strong> surveyors, <strong>and</strong> how to certify them.
