Consultation Meetings in Bangkok in January, 2012.<br />

Action plans will be prepared for the five key components <strong>of</strong> the risk analysis project (ports/terminals,<br />

vessels, waterway, the legal framework <strong>and</strong> the environment). The action plans will need to evaluate<br />

whether the implementation is undertaken by MRC at the regional level or requires implementation at<br />

the national level by the relevant line agencies, development partners <strong>and</strong> the private sector including<br />

development banks. Some actions plans may also include the implementation <strong>of</strong> infrastructure<br />

projects, particularly in relation to emergency-response mechanisms, monitoring <strong>and</strong> improvements<br />

in waterway safety.<br />

Phase 2 will be an important step to take the recommendations from Volume II based on the risks<br />

evaluated in Volume I <strong>and</strong> develop feasible <strong>and</strong> practical project plans that can be implemented<br />

effectively by Member Countries with assistance from the MRC <strong>and</strong> other implementing agencies such<br />

as development banks. As an initial concrete step, Thail<strong>and</strong> asked the MRC Navigation Programme in<br />

January 2012 to implement a pilot project for the sustainable management <strong>of</strong> dangerous goods at<br />

Chiang Saen Commercial Port. Through the Navigation Advisory Board, comprising senior <strong>of</strong>ficials <strong>of</strong><br />

the transport ministries, Member Countries accepted the proposal <strong>and</strong> asked the MRC to start the<br />

project by April. The management plan developed for dangerous goods at Chiang Saen Commercial<br />

Port could be applied to other inl<strong>and</strong> ports in the Mekong Basin. The second phase will be prepared in<br />

May 2012 <strong>and</strong> implemented from 2013 with the overall goal <strong>of</strong> increasing the safety <strong>and</strong> efficiency <strong>of</strong><br />

navigation while preventing environmental damage from waterway infrastructure or shipping <strong>and</strong> port<br />

activities.
