RECOMMENDATION<br />

Member Countries should ensure that safe work procedures <strong>and</strong> an approved safety checklist are<br />

developed for bunkering <strong>and</strong> cargo operations.<br />

Challenge<br />

A number <strong>of</strong> vessels do not have safe working procedures or checklists for bunkering operations.<br />

Spillages <strong>and</strong> leakages during bunkering operations are a primary source <strong>of</strong> oil pollution. Experience<br />

has shown that many bunker overflows <strong>and</strong> spillages are the result <strong>of</strong> human error. Personnel involved<br />

in bunkering operations should have no other task <strong>and</strong> should remain at their workstations during<br />

topping-<strong>of</strong>f. Spillages <strong>of</strong>ten occur when crewmembers are distracted by another task.<br />

ACTIONS<br />

Technical <strong>and</strong> Management<br />

Clear procedures on bunkering operations are required. The procedures need to be followed before<br />

during <strong>and</strong> after bunkering operations. These procedures include the strict use <strong>of</strong> an approved checklist.<br />

All bunkering operations should be controlled under procedures incorporated in the companies’<br />

Safety Management System. These procedures ensure that the risks have been assessed, <strong>and</strong> that<br />

controls are in place to mitigate these risks, including contingency arrangements in the event <strong>of</strong> a<br />

spill. After considering all items for the procedures, it should be implemented by use <strong>of</strong> a checklist<br />

(ISGINTT Appendix 5: Bunkering Safety Check-List for Bunker Delivery to Inl<strong>and</strong> Ships).<br />

Institutional <strong>and</strong> Capacity Building<br />

Port authorities should implement the normal, essential safety measures for cargo operations where<br />

dangerous goods are involved.<br />

Crew responsible for bunkering should be properly trained <strong>and</strong> be fully aware <strong>of</strong> all risks involved.<br />

Special attention should be paid to the fact that continuous monitoring during bunkering is necessary<br />

to prevent spills <strong>and</strong> overflows.
