3.3.2.4 Hot Work<br />

Target group: Tanker barges<br />

RECOMMENDATION<br />

Member Countries should ensure that safety measures are implemented <strong>and</strong> a competent<br />

authority is informed prior to carrying out hot work operations in port.<br />

Challenge<br />

Hot work refers to operations where heat <strong>and</strong>/or sparks may be produced <strong>and</strong> is not limited to<br />

welding <strong>and</strong> gas-cutting operations. It also includes operations such as grinding <strong>and</strong> abrasive cutting.<br />

Hot work presents two specific hazards:<br />

• open flames or flying sparks that are able to ignite any flammable gases (most important<br />

hazard); <strong>and</strong><br />

• the hot work itself may produce toxic fumes <strong>and</strong> gases.<br />

There have been a number <strong>of</strong> fires <strong>and</strong> explosions due to hot work in, on, or near cargo tanks or<br />

other spaces that contain, or have previously contained, flammable substances or substances that<br />

emit flammable vapours. Hot work should therefore be performed only under strict controls <strong>and</strong><br />

these should be incorporated in hot work procedures. Controls can include the completion <strong>of</strong> a Hot<br />

Work Permit <strong>and</strong> associated risk controls. Precautions before executing any hot work are extensive <strong>and</strong><br />

depend on the area or place where the hot work is planned.<br />

ACTIONS<br />

Technical <strong>and</strong> Management<br />

Before any hot work is executed, it is necessary to identify <strong>and</strong>, where needed, to remove flammable<br />

or explosive, vapours, liquids <strong>and</strong> materials in the vicinity <strong>of</strong> the work <strong>and</strong> related adjacent spaces.<br />

This includes flammable vapours <strong>and</strong> liquids that may be in pipework or containers (such as drums).<br />

It might be necessary to isolate <strong>and</strong> protect plant equipment in the area that may be affected by hot<br />

work <strong>and</strong> give rise to additional risks.<br />

The atmosphere should be tested in the vicinity <strong>of</strong> hot work or related adjacent spaces for the<br />

presence <strong>of</strong> gases, flammable gases <strong>and</strong> vapours.<br />

The appropriate clothing, PPE, suitable tools, equipment <strong>and</strong> materials should be used.<br />

Firefighting equipment should be provided in the vicinity <strong>of</strong> the work <strong>and</strong> in related adjacent spaces.<br />

Masters <strong>and</strong> operators <strong>of</strong> ships should have an effective hot work procedure in place <strong>and</strong> ensure that<br />

it is complied with including the use <strong>of</strong> a Hot Work Permit.
