7.1 FROM RECOMMENDATIONS TO IMPLEMENTATION<br />

RECOMMENDATIONS 135<br />

The objective <strong>of</strong> Phase 1 was to identify <strong>and</strong> determine the magnitude <strong>of</strong> risks associated with<br />

the storage, carriage <strong>and</strong> h<strong>and</strong>ling <strong>of</strong> dangerous goods <strong>along</strong> the Mekong River <strong>and</strong> determine the<br />

prevention <strong>and</strong> mitigation measures to manage the risks. Volume I (Risk Analysis) detailed the baseline<br />

situation <strong>and</strong> the priority areas for improvement <strong>of</strong> the transport <strong>of</strong> dangerous goods in each <strong>of</strong> the<br />

Member Countries <strong>and</strong> at the regional level. Volume II provides recommendations related to ports <strong>and</strong><br />

terminals, vessels, waterways, the legal framework <strong>and</strong> the environment.<br />

The recommendations for ports <strong>and</strong> terminals can be applied to management <strong>and</strong> operations as well<br />

as national line agencies responsible for compliance <strong>and</strong> enforcement activities. The recommendations<br />

provide guidance on technical, management, training <strong>and</strong> institutional capacity to improve the priority<br />

areas determined in Volume 1. Both prevention <strong>and</strong> mitigation measures are proposed to ensure the<br />

safe operation <strong>of</strong> ports <strong>and</strong> terminals. The recommendations focus on developing safety, health <strong>and</strong><br />

environment management systems, capacity building, maintenance <strong>and</strong> operation <strong>of</strong> critical equipment,<br />

technical st<strong>and</strong>ards, design requirements <strong>and</strong> emergency firefighting <strong>and</strong> oil-spill response.<br />

The recommendations for vessels focus on construction <strong>and</strong> design, developing minimum safety<br />

requirements for equipment onboard, managing dangerous goods, training <strong>and</strong> certification <strong>and</strong><br />

emergency, oil-spill, lifesaving <strong>and</strong> firefighting responses. The recommendations also consider<br />

developing safety rules <strong>and</strong> regulations for domestic, cross-border <strong>and</strong> international vessels transporting<br />

dangerous goods. National line agencies will be required to enhance monitoring <strong>and</strong> compliance<br />

activities. The recommendations can be applied to general cargo vessels carrying packaged dangerous<br />

goods <strong>and</strong> also tanker barges transporting dangerous goods in bulk.<br />

For waterways, the recommendations call for developing minimum safety st<strong>and</strong>ards for navigation,<br />

communication equipment <strong>and</strong> waterway for vessels transporting dangerous goods. The Member<br />

Countries will need to further enhance waterway safety infrastructure including automatic identification<br />

systems (AIS), GPS, aids to navigation systems <strong>and</strong> electronic navigation charts. Emergency response<br />

mechanisms need to be established in the Member Countries to respond to oil spills <strong>and</strong> accidents<br />

<strong>along</strong> the waterway.
