6. Road traffic movement <strong>and</strong> control:<br />

• Roadways in the terminal approaches <strong>and</strong> areas in the way <strong>of</strong> jetty heads should be kept<br />

free <strong>of</strong> obstructions at all times; <strong>and</strong><br />

• During an emergency, traffic into the terminal or onto berth should be strictly restricted<br />

to those vehicles <strong>and</strong> people required to deal with the emergency. Limitations on vehicle<br />

weights should be taken into account before emergency vehicles access jetty areas.<br />

7. Outside services:<br />

• The terminal emergency plan should make the best possible use <strong>of</strong> external services. The<br />

success in responding to an emergency may depend on the cooperation received from third<br />

parties. This includes:<br />

� harbour authorities, Vessel Traffic control Centres, Police <strong>and</strong> Fire Service;<br />

� pilots;<br />

� rescue launches; <strong>and</strong><br />

� medical facilities.<br />

8. Training for emergencies<br />

• All personnel should be trained in the emergency plan <strong>and</strong> responding to an emergency.<br />

Adequate fire protection <strong>and</strong> firefighting equipment is to be installed/provided which is designed<br />

<strong>and</strong> constructed for the type <strong>and</strong> quantity <strong>of</strong> the dangerous goods <strong>and</strong> the condition under which<br />

they are stored or h<strong>and</strong>led, having regard to:<br />

• the fire load <strong>of</strong> the goods or liquids;<br />

• other premises/exposures; <strong>and</strong><br />

• compatibility with other goods.<br />

On-site fire hydrants <strong>and</strong> fire-hose coupling points that may be used by the relevant Fire Authority<br />

are to be suitable for use by that authority.<br />

All personnel involved must be familiar with the emergency response procedures, should be adequately<br />

trained <strong>and</strong> should clearly underst<strong>and</strong> the action they would be required to take in responding<br />

to an emergency. This should include the sounding <strong>of</strong> alarms, the setting up <strong>of</strong> a control centre<br />

<strong>and</strong> the organisation <strong>of</strong> personnel to deal with the emergency.<br />

All personnel should be provided with sufficient training regarding:<br />

• correct use <strong>of</strong> available firefighting equipment;<br />

• transfer <strong>of</strong> hazardous materials away from the site <strong>of</strong> fire;<br />

• fire isolation;<br />

• correct use <strong>of</strong> Personal Protective Equipment (PPE);<br />

• coordinating operations with outside services;<br />

• rescue, including training for selected personnel in lifesaving from water; <strong>and</strong><br />

• spill containment <strong>and</strong> clean-up.
