Vessel construction should be monitored by authorities or a classification society to ensure compliance<br />

with safety regulations.<br />

Training on h<strong>and</strong>ling dangerous cargoes should give special attention to making the crew aware <strong>of</strong><br />

the risk <strong>of</strong> fire <strong>and</strong> explosion due to ignition sources in hazardous areas.<br />

3.3.2.1 Safe Working Procedures (SWP)<br />

RECOMMENDATION<br />

Member Countries should ensure that vessel operators develop safe working procedures for<br />

critical operations onboard.<br />

Challenge<br />

Safe working procedures (SWP) have not been developed for critical operations onboard vessels.<br />

Most <strong>of</strong> the barges carrying dangerous goods do not use such procedures for the various operations<br />

<strong>and</strong> activities that have to be carried out onboard. Safe working procedures are very important for<br />

loading/discharging, bunkering, tank cleaning, mooring, entering enclosed spaces <strong>and</strong> executing hot<br />

work. If safe working procedures are not in place, not used or not followed, the consequences might be<br />

the use <strong>of</strong> wrong PPE, wrong sequencing <strong>of</strong> activities, wrong or no action, underestimation, wrong or<br />

no emergency procedures <strong>and</strong> response, <strong>and</strong> an increased risk <strong>of</strong> personal injuries, property damage,<br />

pollution <strong>and</strong> fire or explosion depending on the kind <strong>of</strong> activity or operation that has to be carried out.<br />

ACTIONS<br />

Technical <strong>and</strong> Management<br />

Safe working procedures should be adopted for all important activities <strong>and</strong> operations that have to<br />

be carried out onboard. Information should be readily available <strong>and</strong> fully understood by all crewmembers.<br />

The operator <strong>of</strong> the barge should implement the use <strong>of</strong> safe working procedures onboard for all main<br />

activities <strong>and</strong> operations to ensure the safest possible execution <strong>of</strong> different tasks.<br />

Institutional <strong>and</strong> Capacity Building<br />

The authorities could implement the use <strong>of</strong> safe working procedures as part <strong>of</strong> a Safety Management<br />

System.<br />

The crew should be aware <strong>of</strong> the importance <strong>of</strong> using Safe Working Procedures <strong>and</strong> should be trained<br />

onboard.
